Chi Wanchun
Chi Wanchun (; born April 1946) is a retired general of the Chinese People's Liberation Army (PLA). He served as political commissar of the PLA General Armaments Department. Biography Born in Wendeng, Shandong, Chi graduated from the Harbin Institute of Military Engineering in 1970, majoring in aeronautic weapons. He joined the Chinese Communist Party in April 1971. In December 1986, he was the director of the political department affiliated with the Logistics Department of the Commission of Science, Technology and Industry for National Defense (COSTIND). In August 1988, he became vice political commissar of the Xi'an Satellite Control Center affiliated with COSTIND. In February 1993, he became political commissar of the Taiyuan Satellite Launch Center. PLA General Armaments Department
People's Liberation Army General Armaments Department (GAD; ) was founded in April 1998 and is in charge of equipping and arming the People's Liberation Army, as well as overseeing and improving military technology. It is one of the four "general departments" that fall under the Central Military Commission. Various space launch sites across the country also fall under its jurisdiction. PLA National Defense University
The People's Liberation Army National Defence University () is a Beijing-based national military university administered by the People's Liberation Army (PLA) and funded by the Central Military Commission. The university is the highest military academy in China and the "only comprehensive joint command university" in the PLA. The current president of the university is PLA general Xu Xueqiang. The university was formed in 1985 with the merger of parts of the PLA Military Academy, the PLA Political Academy, and the PLA Logistics Academy. It was preceded by the Counter-Japanese Military and Political University. The Commission for Science, Technology and Industry for National Defense (COSTIND; Chinese: 国防科学技术工业委员会) was a civilian ministry within the State Council of the People's Republic of China, responsible for setting policy for defense procurement. It was considered as the Chinese counterpart of DARPA of the US. The ministry was formed in 1982 to centralize Chinese defense procurement and technology whose responsibility had been distributed among several agencies.
