Charley Says is a series of short cut-out animated cartoon public information films for children, produced by the British government's Central Office of Information and broadcast in the United Kingdom in the 1970s and 1980s. Six films were made in 1973. Overview Most of the topics dealt with everyday safety issues children face, such as not going off with strangers or not playing with matches. They featured a little boy called Tony (voiced by the seven-year-old son of one of the neighbours of producer Richard Taylor) and his cat, named Charley, voiced by Kenny Everett, who would "miaow" the lesson of the episode, which the boy would then translate and explain. Charly (song)
"Charly" is the debut single released by the British electronic act the Prodigy, later included on their debut album, ''Experience'' (1992), although the version featured on the album is the significantly different "Trip into Drum & Bass" remix. It was released in the UK on 12 August 1991 through XL Recordings on vinyl, CD and cassette tape format. Almost a year later, it was released as a double A-side single with "Everybody in the Place" in the United States on 18 June 1992 through Elektra Records on CD, digipak and maxi-single format. On 22 November 2004 the single was released on digital download format. On 1 October 1992, "Charly" had sold over 200,000 copies in the UK which in turn enabled it a Silver BPI certification. Stop-motion Animated Short Films
Stop motion is an animated filmmaking technique in which objects are physically manipulated in small increments between individually photographed frames so that they will appear to exhibit independent motion or change when the series of frames is played back. Any kind of object can thus be animated, but puppets with movable joints (puppet animation) or plasticine figures (''clay animation'' or claymation) are most commonly used. Public Information Films
Public information films (PIFs) are a series of government-commissioned short films, shown during television advertising breaks in the United Kingdom. The name is sometimes also applied, ''faute de mieux'', to similar films from other countries, but the US equivalent is the public service announcement (PSA). Public information films were common place in the 1950s till the 2000s however became obsolete with the closure of the COI (Central Office of Information). Subjects The films advise the public on what to do in a multitude of situations ranging from crossing the road to surviving a nuclear attack. They are sometimes thought to concern only topics related to safety, but there are PIFs on many other subjects, including animal cruelty, protecting the environment, crime prevention, how to vote at a general election or how to fill in a census form. Electrical Safety First (formerly the Electrical Safety Council, or ESC) is a registered UK charity working with all sectors of the electrical industry as well as local and central government to reduce deaths and injuries caused by electrical accidents. Research shows that every year 2.5 million adults get an electric shock in their homes or garden, any of which could have caused injury or death. In 2007, according to government statistics, there were 19 deaths and 2,788 injuries caused by electric shocks.
