Biography Hays was born at "Hays Mount," in Greene County, Alabama near Boligee where he completed preparatory studies under private teachers. He attended the University of Georgia at Athens and the University of Virginia at Charlottesville. He was a cotton planter in Greene County and also engaged in other agricultural pursuits before becoming a delegate to the Democratic National Convention at Baltimore in 1860. Hays was elected as a Republican to the Forty-first and to the three succeeding Congresses (March 4, 1869 – March 3, 1877) and served as chairman of the Committee on Agriculture ( Forty-third Congress). Charles Marshall Hays
Charles Marshall Hays (April 22, 1845 – March 14, 1917) was a local official, railroad agent, sheriff, and politician in Idaho. He was born in Saline County, Missouri. He made his way West with his father, Gilmore Hays, himself an Idaho territorial legislator. Charles M. Hays served as a local official in Owyhee County, first as sheriff from 1875 to 1879, and later as prosecuting attorney from 1881 to 1889 and 1907 to 1909. He also served as district attorney for Idaho's third judicial district from 1891 to 1895. Hays bought the ''Idaho Avalanche'' newspaper in Silver City, Idaho. He was a delegate from Owyhee County to the Idaho Constitutional Convention in 1889. Charles Wilson Pierce (October 7, 1823 – February 18, 1907) was a U.S. Representative from Alabama. Biography Born in Benton, New York, Pierce completed preparatory studies. He moved with his father to Sandusky, Ohio, in 1829, and from there to Huntsville, Ohio, in 1847. He moved to Havana, Illinois, in 1855. During the Civil War enlisted in Company B, Eighty-fifth Regiment, Illinois Volunteer Infantry, and was elected first lieutenant. He was appointed quartermaster June 14, 1864. Commissioned major in 1865. He settled in Demopolis, Alabama. Held various public offices. Upon the readmission of Alabama to representation was elected as a Republican to the Fortieth Congress and served from July 21, 1868, to March 3, 1869. He declined to be a candidate for renomination.
