Changchun (, ; ), also romanized as Ch'angch'un, is the capital and largest city of Jilin Province, People's Republic of China. Lying in the center of the Songliao Plain, Changchun is administered as a , comprising 7 districts, 1 county and 3 county-level cities. According to the 2020 census of China, Changchun had a total population of 9,066,906 under its jurisdiction. The city's metro area, comprising 5 districts and 1 development area, had a population of 5,019,477 in 2020, as the Shuangyang and Jiutai districts are not urbanized yet. It is one of the biggest cities in Northeast China, along with Shenyang, Dalian and Harbin. The name of the city means "long spring" in Chinese. The Northeast China Plain (), commonly known as Song liao Plain or the Manchurian Plain or just the Northeast Plain, is located in Northeast China, historically also known as Manchuria. It lies between the Greater and Lesser Khingan and Changbai mountains, ending at the coast at Liaodong Bay in the Bohai Sea. Postal romanization was a system of transliterating Chinese place names developed by postal authorities in the late 19th and early 20th centuries. For many cities, the corresponding postal romanization was the most common English-language form of the city's name from the 1890s until the 1980s, when postal romanization was replaced by pinyin, but the system remained in place on Taiwan until 2002. Telephone numbers in China are organized according to the Chinese Telephone Code Plan. The numerical formats of landlines and mobile phones are different: landlines have area codes, whereas mobile phones do not.
