Chaillot Papers are monographic publications of various topics issued by the European Union Institute for Security Studies (EUISS). They are written by the EUISS researchers or by external authors commissioned by the EUISS. The Papers can be found at the EUISS website, downloadable in PDF format. The Chaillot Papers have been issued since 1991, initially by the Institute for Security Studies of the Western European Union. Monograph
A monograph is a specialist work of writing (in contrast to reference works) or exhibition on a single subject or an aspect of a subject, often by a single author or artist, and usually on a scholarly subject. In library cataloging, ''monograph'' has a broader meaning—that of a nonserial publication complete in one volume (book) or a definite number of volumes. Thus it differs from a serial or periodical publication such as a magazine, academic journal, or newspaper. European Union Institute For Security Studies
The European Union Institute for Security Studies (EUISS) is a Paris-based agency of the European Union (EU) within the realm of Common Foreign and Security Policy (CFSP). The EUISS is an autonomous agency with full intellectual freedom and researches security issues of relevance for the EU and provides a forum for debate. Western European Union
The Western European Union (WEU; french: Union de l'Europe occidentale, UEO; german: Westeuropäische Union, WEU) was the international organisation and military alliance that succeeded the Western Union (WU) after the 1954 amendment of the 1948 Treaty of Brussels. The WEU implemented the Modified Brussels Treaty. During the Cold War, the Western Bloc included the WEU member states and the United States and Canada as part of the North Atlantic Treaty Organization (NATO). At the turn of the 21st century, after the end of the Cold War, WEU tasks and institutions were gradually transferred to the European Union (EU), providing central parts of the EU's new military component, the European Common Security and Defence Policy (CSDP). European External Action Service
The European External Action Service (EEAS) is the diplomatic service and combined foreign and defence ministry of the European Union (EU). The EEAS is led by the High Representative for Foreign Affairs and Security Policy (HR/VP), who is also President of the Foreign Affairs Council and vice-president of the European Commission, and carries out the EU's Common Foreign and Security Policy (CFSP), including the Common Security and Defence Policy (CSDP). The EEAS does not propose or implement policy in its own name, but prepares acts to be adopted by the High Representative, the European Commission or the Council. The EEAS is also in charge of EU diplomatic missions ( delegations) and intelligence and crisis management structures. Common Foreign And Security Policy
The Common Foreign and Security Policy (CFSP) is the organised, agreed foreign policy of the European Union (EU) for mainly security and defence diplomacy and actions. CFSP deals only with a specific part of the EU's external relations, which domains include mainly Trade and Commercial Policy and other areas such as funding to third countries, etc. Decisions require unanimity among member states in the Council of the European Union, but once agreed, certain aspects can be further decided by qualified majority voting. Foreign policy is chaired and represented by the EU's High Representative, currently Josep Borrell. The CFSP sees the North Atlantic Treaty Organisation (NATO) as responsible for the territorial defence of Europe and reconciliation. However, since 1999, the European Union is responsible for implementing missions such as peacekeeping and policing of treaties.
