Catherine Todd Bailey
Catherine Todd Bailey (born 1951) is an American diplomat who served as Ambassador of the United States of America to Latvia (Appointed, 29 November 2004 Left post on 4 February 2008). Bailey was awarded the Honor of the Order of the Three Stars by the president of Latvia, the highest honor given to an individual for outstanding public service. Bailey is the Chair of the Department of Transportation Advisory Committee on Human Trafficking for the United States Chamber of Commerce. She was a Republican National Committee member from Kentucky between 2000 and 2004. Early life and education Bailey was born in Indiana in 1951. She received a bachelor's degree from Franklin College. Vaira Vīķe-Freiberga (born 1 December 1937) is a Latvian politician who served as the sixth President of Latvia from 1999 to 2007. She is the first woman to hold the post. She was elected President of Latvia in 1999 and re-elected for the second term in 2003. Dr. Vaira Freiberga is a professor and interdisciplinary scholar, having published eleven books and numerous articles, essays and book chapters in addition to her extensive speaking engagements. Ambassadors of the United States are persons nominated by the president to serve as the country's diplomatic representatives to foreign nations, international organizations, and as ambassadors-at-large. Under Article II, Section 2 of the U.S. Constitution, their appointment must be confirmed by the United States Senate; while an ambassador may be appointed during a recess, they can serve only until the end of the next session of Congress, unless subsequently confirmed. The United States first established diplomatic relations with the Baltic states ( Latvia, Lithuania, Estonia) in 1922. One ambassador, resident in Riga, Latvia, was appointed to all three nations. Relations with the three nations were broken after the Soviet invasion of the republics in 1940 at the beginning of World War II. The United States never recognized the legitimacy of the Soviet occupation of the Baltic states, nor the legitimacy of the governments of those states under Soviet occupation. Hence, full diplomatic relations were not resumed until 1992 after the collapse of the Soviet Union. The U.S. Embassy in Latvia is located in Riga. The Kentucky Opera is an American opera company based in Louisville, Kentucky. The company is resident at the Brown Theatre, as part of Kentucky Performing Arts. The Louisville Orchestra is the accompanying orchestra for the company. Moritz von Bomhard founded the company in 1952 as the State Opera of Kentucky. The company performed in the Columbia Auditorium until 1964, when they moved to the Macauley Theater (now called the Brown Theatre). Bomhard served as general director of the company until his 1982 retirement.
