Carter (1960–2018) was an unincorporated community in Washington County, Arkansas, United States. It is located on Arkansas Highway 74 Arkansas Highway 74 (AR 74 and Hwy. 74) is a series of state highways of total in Northwest and north central Arkansas and is divided into eight separate sections.
