Carrie Frances Ricci is an American attorney and retired United States Army lieutenant colonel who serves as general counsel of the Army in the Biden administration. Education Ricci earned a Bachelor of Science in Business Administration from Georgetown University, a Juris Doctor from the University of Maryland Francis King Carey School of Law, a Master of Laws in military and international law from the Judge Advocate General's Legal Center and School, and a Master of Laws in intellectual property, privacy, and information technology from the George Washington University Law School. Career Ricci served in the Judge Advocate General's Corps from 1988 to 2010, retiring with the rank of lieutenant colonel. The General Counsel of the Army (also known as the Army General Counsel, abbreviated AGC) is the chief legal officer of the U.S. Department of the Army and senior legal advisor to the Secretary of the Army. U.S. law provides that the General Counsel shall be appointed from the civilian life by the President of the United States, with the advice and consent of the United States Senate, and that the Secretary of the Army prescribes the duties of the office. The Office of the General Counsel of the Army also provides legal advice to the Under Secretary of the Army and the five Assistant Secretaries of the Army, as well as other members of the Army Secretariat. Fort Hood is a United States Army post located near Killeen, Texas. Named after Confederate General John Bell Hood, it is located halfway between Austin and Waco, about from each, within the U.S. state of Texas.
