Carmen G. Cantor
Carmen G. Cantor (born February 23, 1968) is an American diplomat who is serving as the Assistant Secretary of the Interior for Insular Affairs. She previously served as the United States ambassador to the Federated States of Micronesia. Early life and education Cantor was born in Puerto Rico and raised in the city of Mayagüez. Her father was a veteran of the United States Army. After initially studying industrial engineering, she earned a Bachelor of Arts degree in sociology from the University of Puerto Rico at Mayagüez. The Office of Insular Affairs (OIA) is a unit of the United States Department of the Interior that oversees federal administration of several United States insular areas. It is the successor to the Bureau of Insular Affairs of the War Department, which administered certain territories from 1902 to 1939, and the Office of Territorial Affairs (formerly the Division of Territories and Island Possessions and then the Office of Territories) in the Interior Department, which was responsible for certain territories from the 1930s to the 1990s. In parliamentary procedure, a voice vote (from the Latin ''viva voce'', meaning "live voice") or acclamation is a voting method in deliberative assemblies (such as legislatures) in which a group vote is taken on a topic or motion by responding vocally. The voice vote is considered the simplest and quickest of voting methods used by deliberative assemblies.
