Capacity Building
Capacity building (or capacity development, capacity strengthening) is the improvement in an individual's or organization's facility (or capability) "to produce, perform or deploy". The terms ''capacity building'' and ''capacity development'' have often been used interchangeably, although a publication by Development Assistance Committee, OECD-DAC stated in 2006 that ''capacity development'' was the preferable term. Since the 1950s, international organizations, governments, non-governmental organizations (NGOs) and communities use the concept of capacity building as part of "Socioeconomics, social and economic development" in national and subnational plans. The United Nations Development Programme defines itself by "capacity development" in the sense of "'how United Nations Development Programme, UNDP works" to fulfill its mission. Ceremonial ship launching involves the performance of ceremonies associated with the process of transferring a vessel to the water. It is a nautical tradition in many cultures, dating back thousands of years, to accompany the physical process with ceremonies which have been observed as public celebration and a solemn blessing, usually but not always, in association with the launch itself. Ship launching imposes stresses on the ship not met during normal operation and, in addition to the size and weight of the vessel, represents a considerable engineering challenge as well as a public spectacle. Euphemism

Development Effectiveness Indicator
A Development Effectiveness Indicator (DEI) is a consolidated measure, used primarily by Development Finance Institutions (DFIs), of the development effectiveness achieved by an institution. DEI relates directly to the development results achieved through a particular development intervention or financed activity. The DEI is a composite aggregation of a range of performance measures that may incorporate interventions across various sectors within the development arena. The formulation of a development effectiveness indicator was motivated primarily by the limitations of current development effectiveness reviews and the need to provide a dynamic adaptive mechanism to track effectiveness and provide operational and strategic insight.
