The 2014 California Superintendent of Public Instruction election was held on November 4, 2014, to elect the California State Superintendent of Public Instruction, Superintendent of Public Instruction of California. Unlike most other elections in California, the superintendent is not elected under the state's Nonpartisan blanket primary, "top-two primary". Instead, the officially nonpartisan position is elected via a Primary election#Non-partisan, nonpartisan primary election, with a runoff election, runoff only held if no candidate receives a majority of the vote. Incumbent superintendent Tom Torlakson ran for re-election to a second term in office. In the primary election on June 3, 2014, no candidate received a majority of the vote, so the top two finishers, Torlakson and Marshall Tuck, contested a general election, which Torlakson won. Nonpartisan Blanket Primary
A nonpartisan blanket primary is a primary election in which all candidates for the same elected office run against each other at once, regardless of the political party. Partisan elections are, on the other hand, segregated by political party. Nonpartisan blanket primaries are slightly different from most other elections systems with two-rounds/runoff, aka "jungle primaries" (such as the (Louisiana primary), in a few ways. 2014 California Elections
In California state elections, 2014 was the first year in which the top statewide offices were elected under the nonpartisan blanket primary, pursuant to Proposition 14, which passed with 53% voter approval in June 2010. Under this system, which first went into effect during the 2012 election year, all candidates will appear on the same ballot, regardless of party. In the primary, voters may vote for any candidate, regardless of their party affiliation. The 2010 California Superintendent of Public Instruction election occurred on November 2, 2010. Incumbent Jack O'Connell was term-limited and unable to run for re-election to a third term. In the nonpartisan primary election on June 8, 2010, no candidate received a majority of the votes. The top two finishers, Larry Aceves, who came first with 19% of the vote, and Democratic State Assemblyman Tom Torlakson, who came second with 18.5% of the vote, advanced to the general election.
