CIA activities in Honduras have been ongoing since the 1980s. More is known with the release of declassified documents. 1984 Declassified documents from the CIA Inspector General begin with a heavily redacted 21 July 1984 cable to the National Security Council, stating that Gen. Gustavo Álvarez Martínez, head of the Honduras military, ordered the establishment of the 316th Military Intelligence Battalion (316 MI Bn). 1987 Florencio Caballero was a former Honduran Army sergeant and interrogator until 1984. He stated that he had been trained by the Central Intelligence Agency, which the ''New York Times'' confirmed with US and Honduran officials. Much of his account was confirmed by three American and two Honduran officials and may be the fullest given of how army and police units were authorized to organize death squads that seized, interrogated and killed suspected leftists. Honduras–United States Relations
Honduras and the United States have had formal relations since 1830. There is close cooperation between the two countries, particularly in the areas of the War on Drugs while the National Port Authority in Puerto Cortés is part of the U.S. Bureau of Customs and Border Protection's Container Security Initiative. During the 1980s, Honduras supported U.S. policy opposing governments in Nicaragua and opposing an active insurgency in El Salvador. In June 2005, Honduras became the first country in the hemisphere to sign a Millennium Challenge Account (MCA) compact with the US Government. James Carney (American Priest)
James Francis Carney (1924−1983) was an American missionary who ministered to peasants and left-wing insurgents in Honduras before being killed in that country's armed conflict in 1983. Life Carney was born in Chicago to parents of German and Irish ancestry. His father was a salesman for the Burroughs Adding Machine Corporation, and the family moved around frequently. They were also devoted listeners of the antisemitic Father Charles Coughlin's radio show. Carney graduated from St. Louis University High School in Missouri in 1942, and went on to Saint Louis University on a football scholarship. Despite poor vision and a football-related knee injury, he was drafted and saw service in the European Theatre of World War II as a combat engineer and military policeman.
