CIA Black Sites
CIA black sites refer to the black sites that are controlled by the CIA and used by the U.S. government in its War on Terror to detain enemy combatants. US President George W. Bush acknowledged the existence of secret prisons operated by the CIA during a speech on September 6, 2006. A claim that the black sites existed was made by ''The Washington Post'' in November 2005 and before this by human rights NGOs. A European Union (EU) report adopted on February 14, 2007, by a majority of the European Parliament (382 MEPs voting in favor, 256 against and 74 abstaining) stated the CIA operated 1,245 flights and that it was not possible to contradict evidence or suggestions that secret detention centers where prisoners have been tortured were operated in Poland and Romania. United Nations Convention Against Torture
The Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (commonly known as the United Nations Convention Against Torture (UNCAT)) is an international human rights treaty under the review of the United Nations that aims to prevent torture and other acts of cruel, inhuman, or degrading treatment or punishment around the world. The Convention requires member states to take effective measures to prevent torture in any territory under their jurisdiction, and forbids member states to transport people to any country where there is reason to believe they will be tortured. The text of the convention was adopted by the United Nations General Assembly on 10 December 1984 and, following ratification by the 20th state party, it came into force on 26 June 1987. 26 June is now recognized as the International Day in Support of Victims of Torture, in honor of the convention.
