Soviet Defectors
After World War II, emigration restrictions were imposed by countries in the Eastern Bloc, which consisted of the Soviet Union and its satellite states in Central and Eastern Europe. Legal emigration was in most cases only possible in order to reunite families or to allow members of minority ethnic groups to return to their homelands. Eastern Bloc governments argued that strict limits to emigration were necessary to prevent a Human capital flight, brain drain. The United States and Western European governments argued that they represented a violation of human rights. Despite the restrictions, defections to the West occurred. After East Germany tightened its zonal occupation border with West Germany, the city sector border between East Berlin and West Berlin became a loophole through which defection could occur. The Cold War is a term commonly used to refer to a period of geopolitical tension between the United States and the Soviet Union and their respective allies, the Western Bloc and the Eastern Bloc. The 101st kilometre (russian: 101-й километр, ''sto pervyy kilometr'') is a colloquial phrase for restrictions on freedom of movement in the Soviet Union. Etymology The phrase "101st kilometre" was first coined after the Soviet Union hosted the 1980 Moscow Olympics in reference to the eastern boundary of Moscow Oblast, located at from Moscow. A propiska ( rus, пропи́ска, p=prɐˈpʲiskə, a=Ru-прописка.ogg, plural: ''propiski'') was both a residency permit and a migration-recording tool, used in the Russian Empire before 1917 and in the Soviet Union from the 1930s. Literally, the word ''propiska'' means "inscription", alluding to the inscription in a state internal passport permitting a person to reside in a given place. For a state-owned or third-party-owned property, having a ''propiska'' meant the inclusion of a person in the rental contract associated with a dwelling.
