An oblast ( or ) is a type of administrative division in Bulgaria and several post-Soviet states, including Belarus, Russia and Ukraine. Historically, it was used in the Russian Empire and the Soviet Union. The term ''oblast'' is often translated into English language, English as 'region' or 'province'. Moscow Time (MSK; ) is the time zone for the city of Moscow, Russia, and most of western Russia, including Saint Petersburg. It is the second-westernmost of the eleven time zones of Russia, after the non-continguous Kaliningrad enclave. Sergey Semyonovich Sobyanin (; born 21 June 1958) is a Russian politician, serving as the 3rd mayor of Moscow since 21 October 2010.
