Maryland General Assembly
The Maryland General Assembly is the state legislature of the U.S. state of Maryland that convenes within the State House in Annapolis. It is a bicameral body: the upper chamber, the Maryland Senate, has 47 representatives and the lower chamber, the Maryland House of Delegates, has 141 representatives. Members of both houses serve four-year terms. Each house elects its own officers, judges the qualifications and election of its own members, establishes rules for the conduct of its business, and may punish or expel its own members. The General Assembly meets each year for 90 days to act on more than 2,300 bills including the state's annual budget, which it must pass before adjourning ''sine die''. The General Assembly's 441st session convened on January 9, 2020. History The forerunner of the Maryland General Assembly was the colonial institution, an Assembly of Free Marylanders (and also Council of Maryland). Maryland's foundational charter created a state ruled by the ''Pala ...

Maryland Senate
The Maryland Senate, sometimes referred to as the Maryland State Senate, is the upper house of the General Assembly, the state legislature of the U.S. state of Maryland. Composed of 47 senators elected from an equal number of constituent single-member districts, the Senate is responsible, along with the Maryland House of Delegates, for passage of laws in Maryland, and for confirming executive appointments made by the Governor of Maryland. It evolved from the upper house of the colonial assembly created in 1650 when Maryland was a proprietary colony controlled by Cecilius Calvert. It consisted of the Governor and members of the Governor's appointed council. With slight variation, the body to meet in that form until 1776, when Maryland, now a state independent of British rule, passed a new constitution that created an electoral college to appoint members of the Senate. This electoral college was abolished in 1838 and members began to be directly elected from each county and Balt ...

Bill (proposed Law)
A bill is proposed legislation under consideration by a legislature. A bill does not become law until it is passed by the legislature as well as, in most cases, approved by the executive. Once a bill has been enacted into law, it is called an '' act of the legislature'', or a ''statute''. Bills are introduced in the legislature and are discussed, debated and voted upon. Usage The word ''bill'' is primarily used in Anglophone United Kingdom and United States, the parts of a bill are known as ''clauses'', until it has become an act of parliament, from which time the parts of the law are known as ''sections''. In Napoleonic law nations (including France, Belgium, Luxembourg, Spain and Portugal), a proposed law may be known as a "law project" (Fr. ''projet de loi''), which is a government-introduced bill, or a "law proposition" (Fr. ''proposition de loi''), a private member's bill. For example the Dutch parliamentary system does not make this terminological distinction (''wetsontwe ...

Plurality-at-large Voting
Plurality block voting, also known as plurality-at-large voting, block vote or block voting (BV) is a non- proportional voting system for electing representatives in multi-winner elections. Each voter may cast as many votes as the number of seats to be filled. The usual result where the candidates divide into parties is that the most popular party in the district sees its full slate of candidates elected in a seemingly landslide victory. The term "plurality at-large" is in common usage in elections for representative members of a body who are elected or appointed to represent the whole membership of the body (for example, a city, state or province, nation, club or association). Where the system is used in a territory divided into multi-member electoral districts the system is commonly referred to as "block voting" or the "bloc vote". These systems are usually based on a single round of voting, but can also be used in the runoffs of majority-at-large voting, as in some local ...

The Governor of the State of Maryland is the head of government of Maryland, and is the commander-in-chief of the state's National Guard units. The Governor is the highest-ranking official in the state and has a broad range of appointive powers in both the state and local governments, as specified by the Maryland Constitution (1867, and revisions/amendments). Because of the extent of these constitutional powers, the Governor of Maryland has been ranked as being among the most powerful governors in the United States. The current Governor is Larry Hogan, a Republican who has been in office since 2015. He will be succeeded by Wes Moore, a Democrat who will take office on January 18, 2023. Selection and qualifications Like most state chief executives in the United States, the Governor is elected by the citizens of Maryland to serve a four-year term. Term Limit
A term limit is a legal restriction that limits the number of terms an officeholder may serve in a particular elected office. When term limits are found in presidential and semi-presidential systems they act as a method of curbing the potential for monopoly, where a leader effectively becomes " president for life". This is intended to protect a republic from becoming a ''de facto'' dictatorship. Term limits may be applied as a lifetime limit on the number of terms an officeholder may serve, or the restrictions may be applied as a limit on the number of consecutive terms they may serve. History Europe Term limits date back to Ancient Greece and the Roman Republic, as well as the Republic of Venice. In ancient Athenian democracy, many officeholders were limited to a single term. Council members were allowed a maximum of two terms. The position of Strategos could be held for an indefinite number of terms. In the Roman Republic, a law was passed imposing a limit of a single ter ...

American Civil War
The American Civil War (April 12, 1861 – May 26, 1865; also known by other names) was a civil war in the United States. It was fought between the Union ("the North") and the Confederacy ("the South"), the latter formed by states that had seceded. The central cause of the war was the dispute over whether slavery would be permitted to expand into the western territories, leading to more slave states, or be prevented from doing so, which was widely believed would place slavery on a course of ultimate extinction. Decades of political controversy over slavery were brought to a head by the victory in the 1860 U.S. presidential election of Abraham Lincoln, who opposed slavery's expansion into the west. An initial seven southern slave states responded to Lincoln's victory by seceding from the United States and, in 1861, forming the Confederacy. The Confederacy seized U.S. forts and other federal assets within their borders. Led by Confederate President Jefferson Davis, ...
