Politics of East Timor takes place in a framework of a unitary semi-presidential representative democratic republic, whereby the Prime Minister of East Timor is the head of government and the President of East Timor exercises the functions of head of state. East Timor has a multi-party system. Executive power is exercised by the president and the government. Legislative power is vested in both the government and the National Parliament. The Judiciary is independent of the executive and the legislature. The East Timorese constitution was modelled on that of Portugal, though the president is less powerful than the Portuguese counterpart. The country is still in the process of building its administration and governmental institutions. East Timor (), also known as Timor-Leste (), officially the Democratic Republic of Timor-Leste, is an island country in Southeast Asia. The National Parliament ( tet, Parlamentu Nasionál, pt, Parlamento Nacional) is the unicameral national legislature in East Timor. It was created in 2001 as the Constituent Assembly while the country was still administered by the United Nations, but renamed itself to the National Parliament with the attaining of national independence on 20 May 2002. The D'Hondt method, also called the Jefferson method or the greatest divisors method, is a method for allocating seats in parliaments among federal states, or in party-list proportional representation systems. It belongs to the class of highest-averages methods. The method was first described in 1792 by future U.S. president Thomas Jefferson. It was re-invented independently in 1878 by Belgian mathematician Victor D'Hondt, which is the reason for its two different names. The National Congress for Timorese Reconstruction ( pt, Congresso Nacional de Reconstrução de Timor, CNRT) is a political party in East Timor founded by former President Xanana Gusmão in March 2007 in preparation for the 2007 parliamentary election. José Ramos-Horta
José Manuel Ramos-Horta (; born 26 December 1949) is an East Timorese politician currently serving as president of East Timor since May 2022. He previously served as president from 20 May 2007 to 20 May 2012. Previously he was Minister of Foreign Affairs from 2002 to 2006 and Prime Minister from 2006 to 2007.
