Flat-for-Sale Scheme is a housing development scheme by Hong Kong Housing Society in 1980s. The flats under the scheme are for sale at a concessionary price. It is similar to Home Ownership Scheme by Hong Kong Housing Authority. The first estate was the Clague Garden Estate. The Hong Kong Housing Society or Housing Society for short, is the second largest public housing provider in Hong Kong (the first being the Hong Kong Housing Authority). The Society housed around 130,000 residents as of 2020. The Housing Society has been a dedicated housing provider in constantly identifying the housing needs of different sectors of the community and developing housing options attuned to their needs. Home Ownership Scheme
The Home Ownership Scheme (HOS) is a subsidised-sale public housing programme managed by the Hong Kong Housing Authority. It was instituted in the late 1970s as part of the government policy for public housing with two aims – to encourage better-off tenants of rental flats to vacate those flats for re-allocation to families in greater housing need; and also to provide an opportunity for home ownership to families unable to afford to buy in the private sector. Under the scheme, the government sells flats to eligible public housing tenants and to lower-income residents at prices below the market level, with discounts usually between 30 and 40 per cent. It restricts resale of the units in the second-hand market to other families who qualify or, on the open market, after payment of a premium equal to the updated value of the discount given on the original purchase. The Hong Kong Housing Authority (HA) is the main provider of public housing in Hong Kong. It was established in April 1973 under the Housing Ordinance and is an agency of the Government of Hong Kong. Clague Garden Estate
Clague Garden Estate () is a Flat-for-Sale Scheme public housing estate in Tsuen Wan, New Territories, Hong Kong located on reclaimed land near Tsuen Wan Pier and MTR Tsuen Wan West station. It now consists of three residential buildings, built in 1989 by Hong Kong Housing Society. It offers 552 flats for rent and 926 under the Flat-for-Sale Scheme. Many early residents were resettled from the Four Seasons Estate, a nearby public housing estate that was demolished in 1990. Background The estate was named for Sir Douglas Clague, the ex-chairman of Hong Kong Housing Society and the former head of Hutchison International. It received a Certificate of Merit at the 1991 Hong Kong Institute of Architects Annual Awards. Politics Clague Garden Estate is located in Clague Garden constituency of the Tsuen Wan District Council.
