Cultural And Educational Panel
The Cultural and Educational Panel () is one of five vocational panels which together elect 43 of the 60 members of Seanad Éireann, the upper house of the Oireachtas (the legislature of Ireland). The Cultural and Educational Panel elects five senators. Election Article 18 of the Constitution of Ireland provides that 43 of the 60 senators are to be elected from five vocational panels. The Cultural and Educational Panel is defined in Article 18.7.1º (i) as "National Language and Culture, Literature, Art, Education and such professional interests as may be defined by law for the purpose of this panel". The Seanad returning officer maintains a list of nominating bodies for each of the five panels. Candidates may be nominated either by four members of the Oireachtas or by a nominating body. Seanad Éireann
Seanad Éireann (, ; "Senate of Ireland") is the upper house of the Oireachtas (the Irish legislature), which also comprises the President of Ireland and Dáil Éireann (the lower house). It is commonly called the Seanad or Senate and its members senators (''seanadóirí'' in Irish, singular: ''seanadóir''). Unlike Dáil Éireann, it is not directly elected but consists of a mixture of members chosen by various methods. Its powers are much weaker than those of the Dáil and it can only delay laws with which it disagrees, rather than veto them outright. It can introduce new legislation. Michael Hayes (politician)
Michael Joseph Hayes (1 December 1889 – 11 July 1976) was an Irish Fine Gael politician who served as Ceann Comhairle of Dáil Éireann from 1922 to 1932, Minister for Foreign Affairs from August 1922 to September 1922 and Minister for Education January 1922 to August 1922. He served as a Teachta Dála (TD) for the National University constituency from 1921 to 1933. He was a Senator from 1938 to 1965. Hayes was born in Dublin in 1889. He was educated at the Synge Street CBS and at University College Dublin (UCD). He later became a lecturer in French at the university. In 1913, he joined the Irish Volunteers and fought in Jacob's Factory during the Easter Rising in 1916. He escaped capture but was arrested in 1920 and interned at Ballykinlar, County Down. Cecil Lavery
Cecil Patrick Linton Lavery (6 October 1894 – 17 December 1967) was an Irish lawyer, judge and politician who served as a Judge of the Supreme Court from 1950 to 1966 and Attorney General of Ireland from 1948 to 1950. He served as a Teachta Dála (TD) for the Dublin County constituency from 1935 to 1938. He was also a Senator for the Cultural and Educational Panel from 1948 to 1950. Francis Loughman (1892 – 13 May 1972) was an Irish Fianna Fáil politician who served as a Teachta Dála (TD) and Senator from the 1930s to the 1960s. A pharmaceutical chemist before entering politics, Loughman was first elected to Dáil Éireann for the Tipperary constituency at the 1938 general election but lost his seat at the subsequent 1943 general election. He was re-elected at the 1944 general election but again lost his seat at the 1948 general election. Liam Ó Buachalla
Liam Ó Buachalla (10 April 1899 – 15 October 1970) was a Fianna Fáil politician from Drogheda, County Louth in Ireland. He was active as a financial expert in the Irish War of Independence. He was a Senator from 1939 to 1969, and was twice elected as Cathaoirleach of Seanad Éireann. A Professor of Economics at University College Galway (UCG), Ó Buachalla was nominated by the Taoiseach Éamon de Valera to the 3rd Seanad in 1939, to fill the vacancy caused by the death of Colonel Maurice Moore. He was re-appointed to the 4th Seanad and to the 5th. Clarence Thomas (born June 23, 1948) is an American jurist who serves as an associate justice of the Supreme Court of the United States. He was nominated by President George H. W. Bush to succeed Thurgood Marshall and has served since 1991.
