Flag Of Poland
The national flag of Poland ( pl, flaga Polski) consists of two horizontal stripes of equal width, the upper one white and the lower one red. The two colours are defined in the Polish constitution as the national colours. A variant of the flag with the national coat of arms in the middle of the white fess is legally reserved for official use abroad and at sea. A similar flag with the addition of a white eagle is used as the naval ensign of Poland. White and red were officially adopted as national colours in 1831, although these were associated with Poland since the Middle Ages and were emphasized on royal banners. Institute of Public Affairs (IPA, ''Instytut Spraw Publicznych'') is an independent, non-partisan public policy think tank in Poland. The IPA was established in 1995 to support modernization reforms and to provide a forum for informed debate on social and political issues. Corruption Perceptions Index
The Corruption Perceptions Index (CPI) is an index which ranks countries "by their perceived levels of public sector corruption, as determined by expert assessments and opinion surveys." The CPI generally defines corruption as an "abuse of entrusted power for private gain".CPI 2010: Long methodological brief, p. 2 The index is published annually by the non-governmental organisation Transparency International since 1995. Supreme Audit Office (Poland)
The Supreme Audit Office (, abbreviated ''NIK'') is the supreme audit institution and also one of the oldest state institutions in Poland, created under the Second Republic on February 7, 1919, barely 3 months after the restoration of Poland's independence. It was created on the initiative of the Head of State, Józef Piłsudski. Its organisation and functioning are set out in the Constitution of the Republic of Poland and the NIK Act of 23 December 1994. The OECD Anti-Bribery Convention (officially Convention on Combating Bribery of Foreign Public Officials in International Business Transactions) is an anti-corruption convention of the OECD that requires signatory countries to criminalize bribery of foreign public officials. The convention is a legally binding international agreement that focuses on the supply side of bribery by criminalizing acts of offering or giving bribes to foreign public officials by companies or individuals.
