The current Constitution of the Cayman Islands, the fourth written constitution for the Cayman Islands since 1959, was established by "The Cayman Islands Constitution Order 2009" of 10 June 2009, and came into force on 4 November 2009, by a proclamation published by the governor of the Cayman Islands. It was amended by "The Cayman Islands Constitution (Amendment) Order 2016" of 13 July 2016, which came into force by a similar proclamation. The Cayman Islands () is a self-governing British Overseas Territory—the largest by population in the western Caribbean Sea. The territory comprises the three islands of Grand Cayman, Cayman Brac and Little Cayman, which are located to the south of Cuba and northeast of Honduras, between Jamaica and Mexico's Yucatán Peninsula. The capital city is George Town on Grand Cayman, which is the most populous of the three islands. The Governor of the Cayman Islands is the representative of the British monarch in the United Kingdom's overseas territory of the Cayman Islands. The Governor, a civil servant who has in modern times typically been a British subject normally resident in the United Kingdom, is appointed by the monarch from the staff of the Foreign, Commonwealth and Development Office on the advice of the British government. The role of the Governor is to act as the de facto head of state, and is responsible for appointing the Premier, who is the leader of the party with a majority of seats in the Legislature. The politics of the Cayman Islands takes place within a framework of parliamentary democracy, within the confines of the Government of the Cayman Islands. Constitutional Modernisation Constitutional Modernisation has come to the forefront of politics recently with the collapse of the now defunct Euro Bank Corporation in 2003. The prosecution in the trial was forced to reveal that the British Government had planted moles (and used wire taps) throughout the banking industry using MI6, with the consent of the Governor. This caused the trial's collapse, and subsequent release of those charged with wrongdoing. Along with this, the only mole that was known at the time was allowed to leave the country, never to answer for what he (or the United Kingdom) was doing. Caymanians are the status holders or born citizens of the Cayman Islands. As a British Overseas Territory, citizens of the Cayman Islands will hold British Overseas Territories Citizenship. There is no record of a native people to the Cayman Islands. Most Caymanians are of mixed European and African descent, coming from early British settlers and enslaved people from Africa. Since 21 May 2002, citizens of all the British Overseas Territories became British citizens under a new UK law, granting the people of every BOT, including the Cayman Islands, the right to live, study and work in the UK as a full citizen, as well as receive the same benefits given to British citizens in the UK.
