Congress Of Soviets Of Workers', Soldiers' And Peasants' Deputies
The Congress of Soviets was the supreme governing body of the Russian Soviet Federative Socialist Republic and several other Soviet republics from 1917 to 1936 and a somewhat similar Congress of People's Deputies from 1989 to 1991. After the creation of the Soviet Union, the Congress of Soviets of the Soviet Union functioned as its legislative branch until its dissolution in 1936. Its initial full name was the "Congress of Soviets of Workers', Soldiers' and Peasants' Deputies". It was also sometimes known as the "Congress of People's Deputies." A similar name also applied in communist-held China in the Republican era. The more precise modern English translation of "s'yezd" (съезд) would be convocation, not congress, making the more precise translation of the full term "Convocation of Councils" rather than "Congress of Soviets". The Congress of People's Deputies of the Soviet Union (russian: Съезд народных депутатов СССР, ''Sʺezd narodnykh deputatov SSSR'') was the highest body of state authority of the Soviet Union from 1989 to 1991. Background The Congress of People's Deputies of the Soviet Union was created as part of Mikhail Gorbachev's reform agenda, and was enabled by Gorbachev's first constitutional change. On 1 July 1988, the fourth and last day of the 19th Party Conference, Gorbachev won the backing of the delegates for his last minute proposal to create a new supreme legislative body called the Congress of People's Deputies of the Soviet Union. Frustrated by the old guard's resistance to his attempts to liberalise, Gorbachev changed tack and embarked upon a set of constitutional changes to try and separate party and state, and thereby isolate his conservative opponents. The Congress of People's Deputies of the Russian SFSR (russian: Съезд народных депутатов РСФСР) and since 1991 Congress of People's Deputies of the Russian Federation (russian: Съезд народных депутатов Российской Федерации) was the supreme government institution in the Russian SFSR and in the Russian Federation from 16 May 1990 to 21 September 1993. Elected on 4 March 1990 for a period of five years, it was dissolved (without constitutional authority) by presidential decree during the Russian constitutional crisis of 1993 and ended ''de facto'' when the Russian White House was attacked on 4 October 1993. The Congress played an important role in some of the most important events in the history of Russia during this period, such as the declaration of independence of Russia from the USSR (June 1990), the rise of Boris Yeltsin, and economic reforms. The Congress of People's Deputies is a meeting of former deputies of different levels and convocations from Russia, claiming to be the transitional parliament of the Russian Federation or its possible successor. Former State Duma deputy Ilya Ponomarev became the public initiator of the congress. Sessions of the 1st Congress were held on 5–7 November in Jabłonna, Poland. Legitimacy The congress positions itself as a meeting of “the only representatives of society and the state who have the democratic legitimacy they received from Russian citizens”. Ilya Ponomarev answered during the congress that, as representatives of Russian citizens, they are quite legitimate, since they had once been elected by the people, and now Russia needs a temporary body for the transfer of power, and they “will hold elections later.” Gennady Gudkov called the congress a "proto-parliament".
