Congregation For Extraordinary Ecclesiastical Affairs
The Section for Relations with States or Second Section of the Secretariat of State is the body within the Roman Curia charged with dealing with matters that involve relations with civil governments. It has been part of the Vatican Secretariat of State since 1909. It is analogous to the foreign ministry of a state. History The origin of this body is found in the ''Congregatio super negotiis ecclesiasticis extraordinariis Regni Galliarum'' (Congregation on the Extraordinary Ecclesiastical Affairs of the Kingdom of France) that Pope Pius VI set up on 28 May 1793 to deal with problems arising for the Church as a result of the French Revolution. After the fall of Napoleon, Pope Pius VII gave it competence for negotiations with all governments about ecclesiastical matters and renamed it the ''Congregatio extraordinaria praeposita negotiis ecclesiasticis orbis catholici'' (Extraordinary Congregation in Charge of Ecclesiastical Affairs of the Catholic World). Pastor Bonus
''Pastor bonus'' (Latin: "The Good Shepherd") is an apostolic constitution promulgated by Pope John Paul II on 28 June 1988. It instituted a number of reforms in the process of running the central government of the Catholic Church. The document's article 1 defines the Roman Curia as dicasteries and institutes supporting the Roman Pontiff "in the exercise of his supreme pastoral office" on behalf of the whole Church, including both the Latin and Eastern Catholic Churches. It was abrogated and replaced by ''Praedicate evangelium'' (released on 19 March 2022 under Pope Francis) when it became effective on 5 June 2022. Angelo Sodano
Angelo Raffaele Sodano, GCC (23 November 1927 – 27 May 2022) was an Italian prelate of the Catholic Church and from 1991 on a cardinal. He was the Dean of the College of Cardinals from 2005 to 2019 and Cardinal Secretary of State from 1991 to 2006; Sodano was the first person since 1828 to serve simultaneously as Dean and Secretary of State. On 22 June 2006, Pope Benedict XVI accepted Sodano's resignation as Secretary of State, effective on 15 September 2006. He had served in the diplomatic corps of the Holy See since 1959, including a decade as nuncio to Chile from 1978 to 1988. On 21 December 2019 it was reported that Sodano shielded sexually abusive clergy in the Legion of Christ. Achille Silvestrini (25 October 1923 – 29 August 2019) was an Italian cardinal of the Catholic Church. He served in the Vatican diplomatic corps, either in Rome or abroad, from 1953 to 1990, and later as Prefect of the Congregation for the Oriental Churches from 1991 to 2000. Early life and ordination Born in Brisighella, Italy, and educated in Rome, Silvestrini was ordained a priest on 13 July 1946 in the cathedral of Faenza by Giuseppe Battaglia, Bishop of Faenza. Agostino Casaroli (24 November 1914 – 9 June 1998) was an Italian Catholic priest and diplomat for the Holy See, who became Cardinal Secretary of State. Antonio Samorè
Antonio Samorè (4 December 1905 – 3 February 1983) was an Italian Cardinal of the Catholic Church. He was elevated to the cardinalate in 1967. Biography Samorè was born in Bardi, near Parma. After studying at the seminary in Piacenza and the Pontifical Lateran University in Rome, he was ordained to the priesthood by Bishop Ersilio Menzani on 10 June 1928. Samorè then did pastoral work in Piacenza until 1932, when he became attaché and secretary of the Lithuanian nunciature. Congregation For Bishops
The Dicastery for Bishops, formerly named Congregation for Bishops (), is the department of the Roman Curia that oversees the selection of most new bishops. Its proposals require papal approval to take effect, but are usually followed. The Dicastery also schedules the visits at five-year intervals ("''ad limina''") that bishops are required to make to Rome, when they meet with the pope and various departments of the Curia. It also manages the formation of new dioceses. It is one of the more influential Dicasteries, since it strongly influences the human resources policy of the church.
