Usually created by a treaty, confederations of states tend to be established for dealing with critical issues, such as defense, foreign relations, internal trade or currency, with the central government being required to provide support for all its members. The three Gojoseon kingdoms are states thought to have existed according to ''Joseon Sangosa'' (1924–25). The concept gained a following among several fringe historians, although it is not completely accepted by mainstream scholars. ''A Confederacy of Dunces'' is a picaresque novel by American novelist John Kennedy Toole which reached publication in 1980, eleven years after Toole's death. The Confederacy was a society within the British Conservative Party that enthusiastically promoted Joseph Chamberlain's campaign for tariff reform. A founder of the society, Henry Page Croft, later wrote, "It was started by three or four of us who held the view that nothing was worth fighting for except Chamberlain's battle, and we determined to do our best to drive the enemies of tariff reform out of the Conservative Party". It was a secret society, according to Croft, "to appear much more important than we in fact were.
