CompStat
CompStat—or COMPSTAT, short for COMPuter STATistics, is a computerization and quantification program used by police departments. It was originally set up by the New York City Police Department in the 1990s. Variations of the program have since been used in police departments across the world. According to a 2022 podcast by Peter Moskos with John Yohe and Billy Gorta, the name CompStat was suggested by detective Richard Mahere for the computer file name of the original program to comply with 8.3 filename conventions, short for "COMParative STATistics" and "COMPuter STATistics". Origins CompStat was started under the direction of Jack Maple when he was a transit police officer in New York City. The system was called Charts of the Future and was simple – it tracked crime through pins stuck in maps. Charts of the Future is credited with cutting subway crime by 27 percent. The original commanding officer of the Transit Police Crime Analysis Unit was Lieutenant Richard Vasconi. Chie ...

Mayoralty Of Rudy Giuliani
Rudy Giuliani (full name Rudolph William Louis Giuliani) served as the 107th Mayor of New York City from January 1, 1994 until December 31, 2001. Crime control In Giuliani's first term as mayor the New York City Police Department, under Giuliani appointee Commissioner Bill Bratton, adopted an aggressive enforcement and deterrence strategy based on James Q. Wilson's Broken Windows research. This involved crackdowns on relatively minor offenses such as graffiti, turnstile jumping, and aggressive "squeegeemen," on the principle that this would send a message that order would be maintained and that the city would be "cleaned up." At a forum three months into his term as mayor, Giuliani mentioned that freedom does not mean that "people can do anything they want, be anything they can be. Freedom is about the willingness of every single human being to cede to lawful authority a great deal of discretion about what you do and how you do it". Giuliani also directed the New York City Pol ...

Adrian Schoolcraft
Adrian Schoolcraft (born 1976) is a former New York City Police Department (NYPD) officer who secretly recorded police conversations from 2008 to 2009. He brought these tapes to NYPD investigators in October 2009 as evidence of New York City Police Department corruption and misconduct, corruption and wrongdoing within the department. The tapes were used as evidence of arrest quotas leading to police abuses such as wrongful arrests, and that emphasis on fighting crime sometimes resulted in under-reporting of crimes to artificially deflate CompStat numbers. After voicing his concerns, Schoolcraft was repeatedly harassed by members of the NYPD and reassigned to a desk job. After he left work early one day, an NYPD ESU, ESU unit illegally entered his apartment, physically abducted him and forcibly admitted him to a psychiatric facility, where he was held against his will for six days. In 2010, he released the audio recordings to ''The Village Voice'', leading to the reporting of a m ...

Crime Mapping
Crime mapping is used by analysts in law enforcement agencies to map, visualize, and analyze crime incident patterns. It is a key component of crime analysis and the CompStat policing strategy. Mapping crime, using Geographic Information Systems (GIS), allows crime analysts to identify crime hot spots, along with other trends and patterns. Overview Using GIS, crime analysts can overlay other datasets such as census demographics, locations of pawn shops, schools, etc., to better understand the underlying causes of crime and help law enforcement administrators to devise strategies to deal with the problem. GIS is also useful for law enforcement operations, such as allocating police officers and dispatching to emergencies. Underlying theories that help explain spatial behavior of criminals include environmental criminology, which was devised in the 1980s by Patricia and Paul Brantingham, routine activity theory, developed by Lawrence Cohen and Marcus Felson and originally publish ...

Housing Choice Voucher Program
Section 8 of the Housing Act of 1937 (), often called Section 8, as repeatedly amended, authorizes the payment of rental housing assistance to private landlords on behalf of low-income households in the United States. Fort Lauderdale, Florida Housing Authority Director William H. Lindsey, upon the advice of Housing Authority attorney J. Richard Smith, initially developed 11(b) financing in the early 1970s to accommodate a local savings and loan interested in assisting with urban renewal projects Lindsey eventually brought to fruition. This was the initial impetus for the subsequent development of the now well known Section 8 Program. Of the 5.2 million American households that received rental assistance in 2018, approximately 2.2 million of those households received a Section 8 Housing Choice Voucher. 68% of total rental assistance in the United States goes to seniors, children, and those with disabilities. The U.S. Department of Housing and Urban Development manages Section 8 prog ...

Public Relations
Public relations (PR) is the practice of managing and disseminating information from an individual or an organization (such as a business, government agency, or a nonprofit organization) to the public in order to influence their perception. Public relations and publicity differ in that PR is controlled internally, whereas publicity is not controlled and contributed by external parties. Public relations may include an organization or individual gaining exposure to their audiences using topics of public interest and news items that do not require direct payment. The exposure mostly is media-based. This differentiates it from advertising as a form of marketing communications. Public relations aims to create or obtain coverage for clients for free, also known as earned media, rather than paying for marketing or advertising also known as paid media. But in the early 21st century, advertising is also a part of broader PR activities. An example of good public relations would be ge ...
