Children's Television Act
The broadcast of educational children's programming by terrestrial television stations in the United States is mandated by the Federal Communications Commission (FCC), under regulations colloquially referred to as the Children's Television Act (CTA), the E/I rules, or the Kid Vid rules. Since 1997, all full-power and Class A low-power broadcast television stations have been required to broadcast at least three hours (or more if they operate digital subchannels) per-week of programs that are specifically designed to meet the educational and informative (E/I) needs of children aged 16 and younger. Children's television series (or children's television shows) are television programs designed for children, normally scheduled for broadcast during the morning and afternoon when children are awake. They can sometimes run during the early evening, allowing younger children to watch them after school. The purpose of these shows is mainly to entertain or educate. Action for Children's Television (ACT) was founded by Peggy Charren, Lillian Ambrosino, Evelyn Kaye Sarson and Judy Chalfen in Newton, Massachusetts, USA, in 1968 as a grassroots, nonprofit child advocacy group dedicated to improving the quality of television programming offered to children.- Specifically, ACT's main goals were to encourage diversification in children's television offerings, to discourage overcommercialization of children's programming, and to eliminate deceptive advertising aimed at young viewers. Peggy Sundelle Charren (née Walzer; March 9, 1928 – January 22, 2015) was an American activist, known as the founder of Action for Children's Television (ACT), a national child advocacy organization, in 1968. The organization was founded in an effort to encourage program diversity and eliminate commercial abuses in children's television programming. In 1995, she was awarded the Presidential Medal of Freedom. UHF television broadcasting is the use of ultra high frequency (UHF) radio for over-the-air transmission of television signals. UHF frequencies are used for both analog and digital television broadcasts. UHF channels are typically given higher channel numbers, like the US arrangement with VHF channels (initially) 1 to 13, and UHF channels (initially) numbered 14 to 83. "Television and the Public Interest" was a speech given by Federal Communications Commission (FCC) chairman Newton N. Minow to the convention of the National Association of Broadcasters on May 9, 1961. The speech was Minow's first major speech after he was appointed chairman of the FCC by then President John F. Newton Norman Minow (born January 17, 1926) is an American attorney and former Chair of the Federal Communications Commission.
