The Child Labour Programme of Action (or CLPA) is the national plan on elimination of child labour in South Africa. It was provisionally adopted by a large group of key stakeholders in September 2003. These stakeholders include key government departments, including those responsible for labour, education, provincial and local government, water service, justice, policing, prosecution, social development, and education. The lead department is the Department of Labour. The Survey of Activities of Young People (SAYP) is a national household-based survey of work-related activities among South African children, conducted for the first time in 1999 by Statistics South Africa. The official results were released in October 2002, and provides a national, quantitative picture. Trafficking of children is a form of human trafficking and is defined by the United Nations as the "recruitment, transportation, transfer, harboring, and/or receipt" kidnapping of a child for the purpose of slavery, forced labour and exploitation. This definition is substantially wider than the same document's definition of "trafficking in persons". Children may also be trafficked for the purpose of adoption. Though statistics regarding the magnitude of child trafficking are difficult to obtain, the International Labour Organization (ILO) estimates that 10,000 children are trafficked each year. Worst Forms Of Child Labour Convention, 1999
The Convention Concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labour, known in short as the Worst Forms of Child Labour Convention, was adopted by the International Labour Organization (ILO) in 1999 as ILO Convention No 182. It is one of eight ILO fundamental conventions. By ratifying this Convention No. 182, a country commits itself to taking immediate action to prohibit and eliminate the worst forms of child labour. The Convention is enjoying the fastest pace of ratifications in the ILO's history since 1919. The ILO's International Programme on the Elimination of Child Labour (IPEC) is responsible for assisting countries in this regard as well as monitoring compliance. The ILO Convention Concerning Minimum Age for Admission to Employment C138, is a International Labour Organization#International Labour Conference, convention adopted in 1973 by the International Labour Organization.
