"Chapter 4" (or "Episode 104") is the fourth episode of the first season of the American political thriller drama series ''House of Cards''. It premiered on February 1, 2013, when it was released along with the rest of the first season on the American streaming service Netflix. Plot Frank (Kevin Spacey) learns that House Speaker Bob Birch (Larry Pine) and Linda (Sakina Jaffrey) are refusing to compromise on the education bill. The Philadelphia Naval Shipyard was an important naval shipyard of the United States for almost two centuries.
