Cape Ray, Newfoundland And Labrador
Cape Ray is a local service district and designated place in the Canadian province of Newfoundland and Labrador. It is on the southwest coast of the island of Newfoundland. History Cape Ray, the cape located near the community was the terminus for the overland portion of the transatlantic telegraph cable from St. John's to Cape Ray. From here the cable then takes a submarine route to Cape Breton Island. The area is also known for its discovery of Dorset Paleoeskimo artifacts. An archaeological site has been established in the area. Geography Cape Ray is in Newfoundland within Subdivision H of Division No. 3. The community is located on the southwest coast just north of the town of Port aux Basques on Route 408. Nearby is the Cape from which the community draws its name. The Canadian province of Newfoundland and Labrador has 175 unincorporated communities that are designated as local service districts (LSDs) for the purpose of providing water, sewer, fire, garbage, street lighting, animal control, and/or road maintenance services to ratepayers within a defined area. The services in an LSD are overseen by a committee of five to seven elected officials and delivered by hired staff. The costs are recovered by the LSD committee through taxes levied upon residents and other benefitting parties in the defined area. The 2016 Canadian census was an enumeration of Canadian residents, which counted a population of 35,151,728, a change from its 2011 population of 33,476,688. The census, conducted by Statistics Canada, was Canada's seventh quinquennial census. The official census day was May 10, 2016. Census web access codes began arriving in the mail on May 2, 2016. The 2016 census marked the reinstatement of the mandatory long-form census, which had been dropped in favour of the voluntary National Household Survey for the 2011 census. With a response rate of 98.4%, this census is said to be the best one ever recorded since the 1666 census of New France. This census was succeeded by Canada's 2021 census. Channel-Port aux Basques is a town at the extreme southwestern tip of Newfoundland fronting on the western end of the Cabot Strait. A Marine Atlantic ferry terminal is located in the town which is the primary entry point onto the island of Newfoundland and the western terminus of the Newfoundland and Labrador Route 1 (Trans-Canada Highway) in the province. A designated place (DPL) is a type of community or settlement identified by Statistics Canada that does not meet the criteria used to define municipalities or population centres. DPLs are delineated every 5 years for the Canadian census as the statistical counterparts of incorporated places such as cities, towns, and villages. Though lacking separate municipal government, DPLs otherwise physically resemble incorporated places. They are created by provincial or territorial governments for the purpose of providing data for settled concentrated populations that are identifiable by name but are not legally incorporated under the laws of the province/territory in which they are located. The boundaries of a DPL therefore have no legal status, and not all unincorporated communities are necessarily granted DPL status. The Paleo-Eskimo (also pre-Thule or pre-Inuit) were the peoples who inhabited the Arctic region from Chukotka (e.g., Chertov Ovrag) in present-day Russia across North America to Greenland prior to the arrival of the modern Inuit (Eskimo) and related cultures. The first known Paleo-Eskimo cultures developed by 2500 BCE, but were gradually displaced in most of the region, with the last one, the Dorset culture, disappearing around 1500 CE.
