The Cambodian People's Party (CPP), UNGEGN: , ALA-LC: ; is a Cambodian political party which has ruled Cambodia since 1979. Founded in 1951, it was originally known as the Kampuchean People's Revolutionary Party (KPRP)., UNGEGN: , ALA-LC: ; Adopting a more revisionist view of Marxism, it allied itself with Vietnam and the Soviet Union, in contrast to the Communist Party of Kampuchea led by Pol Pot, which was pro-Chinese. After toppling the Khmer Rouge regime with the Vietnamese-backed liberation of Phnom Penh, it became the ruling party of the People's Republic of Kampuchea (1979–1989), which was later renamed the State of Cambodia (1989–1991). Hun Sen (; km, ហ៊ុន សែន, ; born 5 August 1952) is a Cambodian politician and former military commander who has served as the prime minister of Cambodia since 1985. He is the longest-serving head of government of Cambodia, and one of the longest-serving leaders in the world. Phnom Penh (; km, ភ្នំពេញ, ) is the capital and most populous city of Cambodia. It has been the national capital since the French protectorate of Cambodia and has grown to become the nation's primate city and its economic, industrial, and cultural centre. The romanization of Khmer is a representation of the Khmer (Cambodian) language using letters of the Latin alphabet. This is most commonly done with Khmer proper nouns, such as names of people and geographical names, as in a gazetteer. The politics of Cambodia are defined within the framework of a constitutional monarchy, in which the king serves as the head of state, and the prime minister is the head of government. Commune Council (Cambodia)
There are 1,646 communes (''khums''/''sangkats'') in Cambodia. Each Commune Council ( km, ក្រុមប្រឹក្សាឃុំសង្កាត់) is composed of 5 to 11 members depending on demography and geography, elected through a proportional system where nationally registered political parties can compete by presenting a list of candidates of at least twice the number of seats in each Commune. There are no independent candidates. Commune councillors vote on their constituents' behalf in Senate elections. As such, a victory in communal elections would all but guarantee a majority in the Senate. There are currently 11,572 councillors from 1,646 communes. The National Assembly ( km, រដ្ឋសភា, ) is one of the two houses (chambers) of the Parliament of Cambodia. It is referred to as the lower house, with the Senate being referred to as the upper house. The National Assembly is an elected body consisting of 125 members known as Members of Parliament (MPs). The Senate ( km, ព្រឹទ្ធសភា, ) is the upper house of the Parliament of Cambodia. It is a legislative body composed of 62 members. Fifty-eight of the Senate seats are elected every six years by the commune councillors from 24 provinces of Cambodia and members of the National Assembly. In addition, the King nominates two senators, and the National Assembly nominates two, ending with a total of 62 senators. The Senate performs its duties as determined in the constitution and law in force.
