The California Department of Social Services (CDSS) is a California state agency for many of the programs defined as part of the social safety net in the United States, and is within the auspices of the California Health and Human Services Agency. Federal and State funds for adoptions, the largest SNAP program in the country (known as CalFresh, formerly led by current Department of Aging Director Kim McCoy Wade), CalWORKs program, foster care, aid for people with disabilities, family crisis counseling, subsistence payments to poor families with children, child welfare services and many other efforts are distributed through this department. On June 27, 2019, Governor Gavin Newsom appointed Kimberley Johnson as CDSS Director. California Health And Human Services Agency
The California Health and Human Services Agency (CHHS) is the state agency tasked with administration and oversight of "state and federal programs for health care, social services, public assistance and rehabilitation" in the U.S. state of California. The agency is headed by the Secretary of the California Health and Human Services Agency, with headquarters in Sacramento. Many of the laws in the California Health and Safety Codes are enforced by it. On March 6, 2019, Governor Gavin Newsom nominated Mark Ghaly, MD, MPH to be Secretary of CHHS. Social Safety Net
The social safety net (SSN) consists of non-contributory assistance existing to improve lives of vulnerable families and individuals experiencing poverty and destitution. Examples of SSNs are previously-contributory social pensions, in-kind and food transfers, conditional and unconditional cash transfers, fee waivers, public works, and school feeding programs. The core idea of SSN can be understood as an analogy to a circus artist walking on a tightrope with a net hanging under it, ready to catch the artist if she falls. It is not helping her to get up on the line again, but prevents her from falling to the ground, avoiding potentially life-threatening damages. Adoption
Adoption is a process whereby a person assumes the parenting of another, usually a child, from that person's biological or legal parent or parents. Gavin Christopher Newsom (born October 10, 1967) is an American politician and businessman who has been the 40th governor of California since 2019. The California Work Opportunities and Responsibility to Kids (CalWORKs) program is the California welfare implementation of the federal welfare-to-work Temporary Assistance for Needy Families (TANF) program that provides cash aid and services to eligible needy California families. Temporary Assistance for Needy Families (TANF ) is a federal assistance program of the United States. It began on July 1, 1997, and succeeded the Aid to Families with Dependent Children (AFDC) program, providing cash assistance to indigent American families through the United States Department of Health and Human Services. TANF is often simply referred to as ''welfare''. The TANF program, emphasizing the welfare-to-work principle, is a grant given to each state to run its own welfare program and designed to be temporary in nature and has several limits and requirements. The TANF grant has a five-year lifetime limit and requires that all recipients of welfare aid must find work within two years of receiving aid, including single parents who are required to work at least 30 hours per week (35 for two-parent families). CalFresh is the California implementation of the federal Supplemental Nutrition Assistance Program (SNAP), formerly known as the Food Stamp program, which provides financial assistance for purchasing food to low-income California residents.
