The California Bureau of Gambling Control is a regulatory agency that is part of the California Department of Justice. It regulates legal gambling activities in California to ensure that gambling is conducted honestly, competitively, and free from criminal and corruptive elements. It is one of two agencies in California regulating gambling, along with the California Gambling Control Commission. The Bureau is also responsible for tracking the identity, prior activities, and present location of all gambling enterprise employees, and for ensuring that all gambling enterprise employees hold a valid work permit. Work permits may be issued by the local authority, or by the California Gambling Control Commission in jurisdictions where a locally issued work permit is not required. California Gambling Control Commission (CGCC) is the official gambling commission of the state of California. The Commission was proposed in the mid 1990s under the bills AB 2803 and AB 362 to "create a state agency to license card clubs and casinos operating within the state", based on Nevada's state gaming commission. As of May 2020, the California Gambling Control Commission has jurisdiction over 86 licensed non-tribal gambling establishments ( cardrooms) in California. The Indian Gaming Regulatory Act (, ''et seq.'') is a 1988 United States federal law that establishes the jurisdictional framework that governs Indian gaming. There was no federal gaming structure before this act. The stated purposes of the act include providing a legislative basis for the operation/regulation of Indian gaming, protecting gaming as a means of generating revenue for the tribes, encouraging economic development of these tribes, and protecting the enterprises from negative influences (such as organized crime).
