C. O. Simpkins Sr.
Cuthbert Ormond Simpkins (January 13, 1925 – December 4, 2019) was a dentist, civil rights campaigner, and state legislator in Louisiana. He left the state under threat of violence before returning. He was born in Mansfield, Louisiana to Oscar Simpkins. He studied at Wiley College and graduated from Tennessee State University with an undergraduate degree. He received a Doctorate of Dental Surgery from Meharry Medical College School of Dentistry in Nashville, Tennessee. He served in the U.S. Air Force. He was a founding member of the Southern Christian Leadership Conference. He lived in Shreveport. His home and office were firebombed. He lived in New York for 26 years before returning to Shreveport. A Democrat, he served in the Louisiana House of Representatives from 1992 to 1996. He was married to Elaine nee Shoemaker Simpkins. Mansfield is a small city in, and the parish seat of, DeSoto Parish, Louisiana, United States. The population was 5,001 at the 2010 census, a decline of more than 10 percent from the 2000 tabulation. Wiley College
Wiley College is a private historically black college in Marshall, Texas. Founded in 1873 by the Methodist Episcopal Church's Bishop Isaac Wiley and certified in 1882 by the Freedman's Aid Society, it is one of the oldest predominantly black colleges west of the Mississippi River. In 2005–2006, on-campus enrollment approached 450, while an off-campus program in Shreveport, Louisiana, for students with some prior college credits who seek to finish a degree, enrolled about 250. By fall of 2006, total enrollment was about 750. By fall of 2013, total enrollment reached over 1,000. Wiley is an open admissions college and about 96% of students receive some financial aid. Over a 15-year period, Melvin B. Tolson's debate teams lost only one of 75 debates. Wiley's debate team competed against historically black colleges and earned national attention with its 1935 debate against University of Southern California's highly ranked debate team. Louisiana House Of Representatives
The Louisiana House of Representatives (french: link=no, Chambre des Représentants de Louisiane) is the lower house in the Louisiana State Legislature, the state legislature of the U.S. state of Louisiana. This chamber is composed of 105 representatives, each of whom represents approximately 42,500 people (2000 figures). Members serve four-year terms with a term limit of three terms (twelve years). The House is one of the five state legislative lower houses that has a four-year term, as opposed to the near-universal two-year term. The House convenes at the State Capitol in Baton Rouge. Leadership The Speaker of the House presides over the House of Representatives. The speaker is customarily recommended by the governor (although this is not in House rules), then elected by the full House.
