C. A. Shah
Chirag Ali Shah (died December 1983) was an Indo-Fijians, Indo-Fijian farmer and politician. He was a member of the Legislative Council of Fiji, Legislative Council and House of Representatives of Fiji, House of Representatives from 1963 to 1977. Biography A cane farmer in Ra Province, Shah joined the Legislative Council in 1963 when he was one of the two Indo-Fijian members appointed to the legislature by the Governor of Fiji, Governor. Previously, nominated members had been largely pro-government but Shah aligned himself with the opposition. This group, known as the Citizens Federation, and including farmers union representatives A. D. Patel, Sidiq Koya, and James Madhavan, later formed the first political party in Fiji, the Federation Party. Shah's inclusion in the new political party provided diversity to the hierarchy of the party which was dominated by lawyers, businessmen and academics. House Of Representatives Of Fiji
The House of Representatives was the lower chamber of Fiji's Parliament from 1970 to 2006. It was the more powerful of the two chambers; it alone had the power to initiate legislation (the Senate, by contrast, could amend or veto most legislation, but could not initiate it). The House of Representatives also had much greater jurisdiction over financial bills; the Senate could not amend them, although it might veto them. Except in the case of amendments to the Constitution, over which a veto of the Senate was absolute, the House of Representatives might override a Senatorial veto by passing the same bill a second time, in the parliamentary session immediately following the one in which it was rejected by the Senate, after a minimum period of six months. September 1977 Fijian General Election
Early general elections were held in Fiji between 17 and 24 September 1977. They followed elections in March which resulted in a hung parliament and no party able to gain a majority. The new election resulted in a landslide win for the Alliance Party (Fiji) led by Prime Minister Kamisese Mara, which won 36 seats out of 52. It was aided by a split in the main opposition, the National Federation Party (NFP) and a decline in support for the Fijian Nationalist Party. Background The March elections had seen the NFP win 26 seats, the Alliance 24, the Fijian Nationalist Party one and an independent one. With divisions apparent in the NFP, Governor-General George Cakobau asked Alliance Party leader and incumbent Prime Minister Kamisese Mara to form a government, claiming that Mara was able to command a majority. March 1977 Fijian General Election
General elections were held in Fiji between 19 March and 2 April 1977. As a result of a split in the ethnic Fijian vote, the ruling Alliance Party of Prime Minister Kamisese Mara suffered a narrow defeat. Although the Alliance Party received the most votes, it won only 24 seats, two fewer than the Indo-Fijian-dominated National Federation Party (NFP). One seat was won by the Fijian Nationalist Party, with the remaining seat going to an independent candidate, Osea Gavidi. Although the NFP emerged as the largest party, Governor-General George Cakobau asked Mara to form a new government, claiming that he had the support of the majority of the House. They were created as a compromise between demands for universal suffrage on a common voters' roll, and for a strictly communal franchise, with Parliamentary constituencies allocated on an ethnic basis and elected only by voters enrolled as members of specific ethnic groups. Demands for a common voters' roll were first raised by the Indo-Fijian-dominated National Federation Party in the early 1960s, but were resisted by leaders of the indigenous Fijian community, who feared that a common roll would favour Indo-Fijians, who were then in the majority.
