Byron Sher
Byron D. Sher (born February 7, 1928) is an American United States Democratic Party, Democratic politician. He served in the California State Senate from 1996 to 2004, prior to which, he served in the California State Assembly between 1980 and 1996. Sher was also a longtime professor at Stanford Law School. He served as the California Senate Rules Committee appointee to the Tahoe Regional Planning Agency from 2009 to 2012. The Tahoe Regional Planning Agency (TRPA) was formed in 1969 through a bi-state compact between California and Nevada which was ratified by the U.S. Congress. Melvin Carter, known as the College Terrace Rapist, is an American serial rapist who confessed to at least 100 rapes of women between 1971 and 1980. Early life Carter was born in Colorado. While intellectually gifted, he had limited social and emotional skills, and would later describe his mother as domineering. He was a successful student at the School of Mines. He began to stalk women in public parks, coming up behind them and groping their breasts. Later he used ether to render his victims unconscious, groping them after they were unconscious.
