Brazil Without Homophobia ( pt, Brasil Sem Homofobia; BWH) is a non-governmental initiative launched in 2004 by the Special Secretariat for Human Rights meant to tackle homophobia through public policy. History The federal government, through different ministries, works with non-governmental civil society organizations to combat violence and discrimination, promote rights and promote citizenship for the LGBT population. In 1928, sex ed became mandatory due to the concern of safe sex, and being gay. Up until the 19th century, one could serve jail time for being homosexual, and it was still considered a mental illness until 1985. It was not until 2013 that same-sex marriage was legalized, and up until 1997, sex-change surgery was illegal, and doctors would be charged with malpractice. 1988 Constitution The 1988 Constitution of Brazil was created on October 5, 1988. Special Secretariat For Human Rights
The Ministry of Human Rights and Citizenship (MDHC), former Ministry of Woman, Family and Human Rights (2019–2022) and Secretariat for Human Rights of the Presidency of the Republic (1997–2015) is an office attached to the Presidency of Brazil. Its purpose is to implement, promote, and protect human rights, civic rights, and the rights of children, adolescents, women, families, the elderly, and the disabled. Background The Secretariat was created on 7 April 1997, during the first administration of Fernando Henrique Cardoso. Originally called the National Human Rights Secretariat ''(Secretaria Nacional dos Direitos Humanos),'' it was initially attached to the Ministry of Justice. On 1 January 1999, responsibility for the Secretariat was transferred to the President's office. On 28 May 2002, it was renamed Special Secretariat for Human Rights (''Secretaria Especial dos Direitos Humanos'').
