Biysk Constituency
The Biysk constituency (No.41) is a Russian legislative constituency covering the entirety of Altai Krai. Previously the constituency was centred on the city of Biysk and covered eastern Altai Krai, however, in 2016 the constituency was pushed to the north to take part of Barnaul. Altai Krai
Altai Krai (russian: Алта́йский край, r=Altaysky kray, p=ɐlˈtajskʲɪj kraj) is a federal subjects of Russia, federal subject of Russia (a krai). It borders clockwise from the west, Kazakhstan (East Kazakhstan Region and Pavlodar Region), Novosibirsk Oblast, Novosibirsk and Kemerovo Oblasts, and the Altai Republic. 2011 Russian Legislative Election
Legislative elections were held in Russia on 4 December 2011. At stake were the 450 seats in the 6th State Duma, the lower house of the Federal Assembly (the legislature). United Russia won the elections with 49.32% of the vote, taking 238 seats or 52.88% of the Duma seats. This result was down from 64.30% of the vote and 70% of the seats in the 2007 elections. The Communist Party of the Russian Federation received 19.19% of the vote and 92 seats, while A Just Russia received 13.24% and 64 seats, with the Liberal Democratic Party of Russia getting 56 seats with 11.67% of the vote. Proportional Representation
Proportional representation (PR) refers to a type of electoral system under which subgroups of an electorate are reflected proportionately in the elected body. The concept applies mainly to geographical (e.g. states, regions) and political divisions (political parties) of the electorate. The essence of such systems is that all votes cast - or almost all votes cast - contribute to the result and are actually used to help elect someone—not just a plurality, or a bare majority—and that the system produces mixed, balanced representation reflecting how votes are cast. 2007 Russian Legislative Election
Legislative elections were held in Russia on 2 December 2007. At stake were the 450 seats in the 5th State Duma, the lower house of the Federal Assembly (the legislature). Eleven parties were included in the ballot, including Russia's largest party, United Russia, which was supported by President of Russia Vladimir Putin. Official results showed that United Russia won 64.3% of the votes, the Communist Party of the Russian Federation 11.6%, the Liberal Democratic Party of Russia 8.1%, and Fair Russia won 7.7%, and none of the other parties won enough votes to gain any seats. Altai State Technical University
The leading technological and scientific university of the Altai region, Altai State Technical University (AltSTU) is one of a number of universities in the city of Barnaul, Altai Krai, Russia, and is among the largest institutions of higher education in Russia. It was founded in February 1942 by Zaporizhie Automechanical Institute (which was evacuated to Siberia because of World War II). Altai State University is named after Ivan Polzunov, the famous Russian inventor of the two-cylinder steam engine for use in the mining industry.
