Bishnu Prasad Prasain
Bishnu Prasad Prasain ( ne, विष्णु प्रसाद प्रसाई) is a Former Governor of Bagmati Province. He was Appointed as the Governor, as per the Article 163 (2) of the Constitution of Nepal, by the President Bidya Devi Bhandari on the recommendation of the Council of Ministers of the Government of Nepal on 4 November 2019. In 2051 BS, he was the Executive Chairman of the Nepal Tea Development Board and in 2054 BS, He served as the Deputy Chairman of the District Development Committee of Jhapa District. In 2056 BS. He was a CPN UML Candidate for House of Representatives from Jhapa 3 (constituency) but he lost the election and In 2017 Nepalese local elections. He was again CPN UMLCandidate for the post of Mayor of Mechinagar Municipality but lost the election. Constitution of Nepal 2015 ( ne, नेपालको संविधान २०७२) is the present governing Constitution of Nepal. Nepal is governed according to the Constitution which came into effect on 20 September 2015, replacing the Interim Constitution of 2007. The constitution of Nepal is divided into 35 parts, 308 Articles and 9 Schedules. The Constitution was drafted by the Second Constituent Assembly following the failure of the First Constituent Assembly to produce a constitution in its mandated period after the devastating earthquake in April 2015. 2017 Nepalese Local Elections
The 2017 Nepalese local elections were held in Nepal in three phases on 14 May, 28 June and 18 September in 6 metropolitan cities, 11 sub-metropolitan cities, 276 municipalities and 460 rural municipalities. It was the first local level election to be held since the promulgation of the 2015 constitution. Background Local elections were held in 53 municipalities in February 2006 under regime of King Gyanendra but were boycotted by the major political parties and saw low voter turnout.
