Bevin Plan
The Bevin Plan, also described as the Bevin–Beeley Plan was Britain's final attempt in the mid-20th century to solve the troubled situation that had developed between Arabs and Jewish people in Mandatory Palestine. The plan was proposed by the British Foreign Secretary Ernest Bevin at the London Conference of 1946–47, following the rejection of the Morrison–Grady Plan. Bevin had been advised by diplomat Harold Beeley. It was also rejected by all parties. Bevin and Beeley were subsequently cast in a negative light in Israeli legend "as a malevolent midwife at the birth of the state". Following the rejection, the British Government referred the issue of Palestine to the United Nations, leading to the creation of the United Nations Special Committee on Palestine. Mandatory Palestine ( ar, فلسطين الانتدابية '; he, פָּלֶשְׂתִּינָה (א״י) ', where "E.Y." indicates ''’Eretz Yiśrā’ēl'', the Land of Israel) was a geopolitical entity established between 1920 and 1948 in the region of Palestine under the terms of the League of Nations Mandate for Palestine. During the First World War (1914–1918), an Arab uprising against Ottoman rule and the British Empire's Egyptian Expeditionary Force under General Edmund Allenby drove the Ottoman Turks out of the Levant during the Sinai and Palestine Campaign. Ernest Bevin
Ernest Bevin (9 March 1881 – 14 April 1951) was a British statesman, trade union leader, and Labour Party politician. He co-founded and served as General Secretary of the powerful Transport and General Workers' Union in the years 1922–1940, and served as Minister of Labour and National Service in the war-time coalition government. He succeeded in maximising the British labour supply, for both the armed services and domestic industrial production, with a minimum of strikes and disruption. His most important role came as Foreign Secretary in the post-war Labour government, 1945–1951. He gained American financial support, strongly opposed communism, and aided in the creation of NATO. Morrison–Grady Plan
The Morrison–Grady Plan, also known as the Morrison Plan or the Provincial Autonomy Plan was a joint Anglo-American plan announced on 31 July 1946 for the creation of a unitary federal trusteeship in Mandatory Palestine. Following the issuance of the Anglo-American Committee of Inquiry report on 20 April 1946, a new committee was created to establish how the Anglo-American proposals would be implemented, led by British Deputy Prime Minister Herbert Morrison and US diplomat Henry F. Harold Beeley
Sir Harold Beeley (15 February 1909 – 27 July 2001) was a British diplomat, historian, and Arabist. After beginning his career as a historian and lecturer, following World War II, Beeley joined the British diplomatic service and served in posts and ambassadorships related to the Middle East. He returned to teaching after retiring as a diplomat and stayed active in many organisations related to the Middle East. Early life and academics Beeley was born in Manchester, England to an upper middle-class London merchant in 1909, and studied at Highgate School and The Queen's College, Oxford, gaining a First in Modern History. United Nations Special Committee On Palestine
The United Nations Special Committee on Palestine (UNSCOP) was created on 15 May 1947 in response to a United Kingdom government request that the General Assembly "make recommendations under article 10 of the Charter, concerning the future government of Palestine". The British government had also recommended the establishment of a special committee to prepare a report for the General Assembly. The General Assembly adopted the recommendation to set up the UNSCOP to investigate the cause of the conflict in Palestine, and, if possible, devise a solution. UNSCOP was made up of representatives of 11 countries. UNSCOP visited Palestine and gathered testimony from Zionist organisations in Palestine and in the US. United Nations Partition Plan For Palestine
The United Nations Partition Plan for Palestine was a proposal by the United Nations, which recommended a partition of Mandatory Palestine at the end of the British Mandate. On 29 November 1947, the UN General Assembly adopted the Plan as Resolution 181 (II). The resolution recommended the creation of independent Arab and Jewish States and a Special International Regime for the city of Jerusalem. The Partition Plan, a four-part document attached to the resolution, provided for the termination of the Mandate, the progressive withdrawal of British armed forces and the delineation of boundaries between the two States and Jerusalem. Part I of the Plan stipulated that the Mandate would be terminated as soon as possible and the United Kingdom would withdraw no later than 1 August 1948. Forced displacement (also forced migration) is an involuntary or coerced movement of a person or people away from their home or home region. The UNHCR defines 'forced displacement' as follows: displaced "as a result of persecution, conflict, generalized violence or human rights violations". Harrison Report
The Harrison Report was a July 1945 report carried out by United States lawyer Earl G. Harrison, as U.S. representative to the Intergovernmental Committee on Refugees, into the conditions of the displaced persons camps in post-World War II Europe. Harrison's report was part of the impetus for the creation of the Anglo-American Committee of Inquiry regarding Mandatory Palestine, then under a British mandate, which was formed to recommend policies for dealing with both Jewish war refugees and the problems of Palestine.
