Hoke County is a county in the U.S. state of North Carolina. As of the 2020 census, its population was 52,082. Its county seat is Raeford. Thomas Moses McInnis (born April 16, 1954) is an American politician. He was elected to the North Carolina State Senate in 2014. A Republican, he serves the 25th District which previously included Anson, Richmond, Scotland, Stanly and a portion of Rowan counties. Due to the redrawing of the legislative district maps in 2018, District 25 now includes Anson, Moore, Richmond and Scotland Counties. McInnis was born in Richmond County, North Carolina.
