Barnwell Ring
The so-called "Barnwell Ring" was a grouping of influential Democratic South Carolina political leaders from Barnwell County. The group included state Senator Edgar A. Brown, state Representative Solomon Blatt, Sr., Governor Joseph Emile Harley, and state Representative Winchester Smith, Jr. Together, the four occupied the most powerful positions of South Carolina government in 1941. Origins Strom Thurmond coined the term "Barnwell Ring" during his bid for governor in 1946. He campaigned on a progressive platform which put him squarely at odds with the conservative legislators of the Barnwell Ring. They threw their support to James C. McLeod of Florence and they used every device at their disposal to prevent a victory by Thurmond in the Democratic primary election. History Of South Carolina
South Carolina was one of the thirteen colonies that first formed the United States. European exploration of the area began in April 1540 with the Hernando de Soto expedition, which unwittingly introduced diseases that decimated the local Native American population. In 1663, the English Crown granted land to eight proprietors of what became the colony. The first settlers came to the Province of Carolina at the port of Charleston in 1670. They were mostly wealthy planters and their slaves coming from the English Caribbean colony of Barbados. They started to develop their commodity crops of sugar and cotton. The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. Usage The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.Lee Vol 28, pp. 257,258. Edgar Allan Brown
Edgar Allan Brown (July 11, 1888 – June 26, 1975) was a long time Democratic legislator of South Carolina from Barnwell County who served South Carolina from 1922-1972. He was a principal member of the so-called "Barnwell Ring". Early life and career Brown was born near Shiloh Springs in Aiken County to Augustus Abraham Brown and Elizabeth Howard Brown. He, accompanied by his oldest sibling, Minnie, attended the China Springs School close to Edgefield Road. He was also educated at The Graniteville Academy which was maintained by the Graniteville Company. Edgar decided to drop out of the academy in 1904 and to instead apply himself to the business course of study at Osborne's in Augusta, Georgia. From 1905 to 1906 he served as a court reporter and from 1906 to 1907 he was a law clerk and head stenographer for the Henderson firm in Aiken while also studying law. The 1946 South Carolina gubernatorial election was held on November 5, 1946 to select the governor of the state of South Carolina. Strom Thurmond won the contested Democratic primary and ran unopposed in the general election becoming the 103rd governor of South Carolina. Democratic primary The South Carolina Democratic Party held their primary for governor in the summer of 1946 and ten candidates entered the contest. The race featured Governor Ransome Judson Williams, who became governor in 1945 upon the resignation of Olin D. Johnston, but it mainly became a contest between Strom Thurmond and James McLeod.
