Barents Observer
The Norwegian Barents Secretariat aims at developing the Norwegian-Russian relations in the north by promoting and funding Norwegian-Russian cooperation projects. As of 2022, the organisation has 11 employees in Kirkenes; its offices are in Arxangelsk, Murmansk, and the Nenets Region, and Kirkenes. On behalf of the Norwegian Ministry of Foreign Affairs, the Secretariat grant funds to bilateral Norwegian-Russian cooperation projects. The Secretariat grants approximately 200 Norwegian-Russian projects annually. The Secretariat is also a center of competence on Norwegian-Russian relations, by carrying through and finance various types of reviews or reports on relevant topics in the region. The Secretariat also coordinate the national goals with the regional political priorities within the frames of the multilateral Barents Cooperation, and work as a resource center for the councils, committees and working groups of the Barents Cooperation. Circumpolar Arctic
The Arctic Circle is one of the two polar circles, and the most northerly of the five major circles of latitude as shown on maps of Earth. Its southern equivalent is the Antarctic Circle. The Arctic Circle marks the southernmost latitude at which, on the December solstice, the shortest day of the year in the northern hemisphere, the sun will not rise all day, and on the June solstice, the longest day of the year in the northern hemisphere, the sun will not set. Regions Of Norway
Norway is commonly divided into five major geographical regions (''landsdeler''). These regions are purely geographical, and have no administrative purpose. A regional council ( sv, region) is a self-governing local authority. There are 21 regional councils (one of which is a municipality having the same responsibilities as a county council), each corresponding to a county. Regional councils are governed by a regional assembly (''regionfullmäktige'') that is elected by the regional electorate every four years in conjunction with the general elections. Barents Euro-Arctic Council
The Barents Euro-Arctic Council (BEAC) is the official body for inter-governmental co-operation in the Barents Region. It seeks solutions wherever and whenever the countries can achieve more together than by working on their own. Cooperation in the Barents Euro-Arctic Region was launched in 1993 on two levels: intergovernmental Barents Euro-Arctic Council (BEAC) and interregional Barents Regional Council (BRC). Pomors or Pomory ( rus, помо́ры, p=pɐˈmorɨ, ''seasiders'') are an ethnographic group descended from Russian settlers, primarily from Veliky Novgorod, living on the White Sea coasts and the territory whose southern border lies on a watershed which separates the White Sea river basin from the basins of rivers that flow south. Northern Dimension
The Northern Dimension (ND) is a joint policy between four equal partners - the European Union, Russia, Norway and Iceland - regarding the cross-border and external policies geographically covering Northwest Russia, the Baltic Sea and the Arctic regions, including the Barents Region. The ND Policy was initiated in 1999 and renewed in 2006. The Northern Dimension addresses the specific challenges and opportunities arising in those regions and aims to strengthen dialogue and cooperation between the EU and its member states, the northern countries associated with the EU under the European Economic Area (Norway and Iceland) and Russia.
