Baldur Hermans
Dr. Baldur Hendrik Hermans ( Essen-Borbeck 1938-November 16, 2015) was a German historian and a Catholic theologian. He was Secretary General of the International Catholic Conference of Scouting, and served as the International Commissioner of the Ring deutscher Pfadfinderverbände, as well as the International Commissioner of the German Catholic Scouting Deutsche Pfadfinderschaft Sankt Georg (DPSG). Hermans began his university studies in Bonn Rheinische Friedrich-Wilhelms-Universität in 1961, and subsequently obtained a doctorate in history. He joined the UNITAS Catholic Students Association at the beginning of his studies. In 1970 he became director of the Episcopal Youth Office in the diocese of Essen, in 1989 he was head of the social functions and international relations department of the diocese, retiring in 2004. Borbeck-Mitte is the central borough of ''Borbeck'', the fourth suburban district of Essen, Germany. Together with the other boroughs of the district, it was incorporated on April 1, 1915. The Order of Merit of the Federal Republic of Germany (german: Verdienstorden der Bundesrepublik Deutschland, or , BVO) is the only federal decoration of Germany. It is awarded for special achievements in political, economic, cultural, intellectual or honorary fields. It was created by the first President of the Federal Republic of Germany, Theodor Heuss, on 7 September 1951. Colloquially, the decorations of the different classes of the Order are also known as the Federal Cross of Merit (). The Bronze Wolf Award is bestowed by the World Scout Committee (WSC) to acknowledge "outstanding service by an individual to the World Scout Movement". It is the highest honor that can be given a volunteer Scout leader in the world and it is the only award given by the WSC. Since the award's creation in 1935, fewer than 400 of the several millions of Scouts throughout the world have received the award. History Scouting's founder, Robert Baden-Powell, initially recognized outstanding contributions to Scouting by any Scout with the bestowal of the Silver Wolf, but although he was Chief Scout of the World, the Silver Wolf was associated with British Scouting. The Pontifical Council for the Laity was a pontifical council of the Roman Catholic Curia from 1967 to 2016. It had the responsibility of assisting the Pope in his dealings with the laity in lay ecclesial movements or individually, and their contributions to the Church.
