By-elections ( it, elezioni suppletive) are held in Italy whenever a parliamentary seat becomes vacant in either the Chamber of Deputies or the Senate of the Republic. By-elections were introduced by the electoral law of 2017. Overview The new Italian electoral law approved in 2017 and nicknamed ''Rosatellum'', provides the election of members of Parliament in 232 single-member districts for the Chamber of Deputies and in 116 for the Senate of the Republic. The Chamber of Deputies ( it, Camera dei deputati) is the lower house of the bicameral Italian Parliament (the other being the Senate of the Republic). The two houses together form a perfect bicameral system, meaning they perform identical functions, but do so separately. The Chamber of Deputies has 400 seats, of which 392 will be elected from Italian constituencies, and 8 from Italian citizens living abroad. Senate Of The Republic (Italy)
The Senate of the Republic ( it, Senato della Repubblica), or simply the Senate ( it, Senato), is the upper house of the bicameral Italian Parliament (the other being the Chamber of Deputies). The two houses together form a perfect bicameral system, meaning they perform identical functions, but do so separately. Pursuant to the Articles 57, 58, and 59 of the Italian Constitution, the Senate has 200 elective members, of which 196 are elected from Italian constituencies, and 4 from Italian citizens living abroad. Furthermore, there is a small number (currently 6) of senators for life (''senatori a vita''), either appointed or ''ex officio''. The Italian electoral law of 2017, colloquially known by the nickname ''Rosatellum bis'' or simply ''Rosatellum'' after Ettore Rosato, the Democratic Party (PD) leader in the Chamber of Deputies who first proposed the new law, is a parallel voting system, which acts as a mixed electoral system, with 37% of seats allocated using a first-past-the-post electoral system and 63% using a proportional method, with one round of voting. A single-member district is an electoral district represented by a single officeholder. It contrasts with a multi-member district, which is represented by multiple officeholders. A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. The 2021 Italian by-elections were held to replace members of the Italian Parliament. The elections were held on 3–4 October 2021. List Chamber of Deputies Tuscany 12: Siena An election was held in the constituency of Siena, Tuscany to replace Pier Carlo Padoan (Democratic Party), who resigned in October 2020. Padoan was included in the board of directors of the Italian bank Unicredit, and therefore left his post in the Chamber of Deputies due to possible conflicts of interest. List Chamber of Deputies Lazio 1: Rome, Trionfale The by-election in the constituency of ''Trionfale'' (Rome) was held on 16 January 2022 to replace Roberto Gualtieri (Democratic Party). He was elected as the new Mayor of Rome in the 2021 Rome municipal election, and thus resigned from the Chamber of Deputies on 4 November 2021. Democratic Party Secretary Enrico Letta proposed to the former Prime Minister Giuseppe Conte to run for the by-election, but his candidacy was strongly opposed by Carlo Calenda, which ran in the 2021 Rome municipal election and got the first place in ''1st Municipio''.
