August Tõllasepp (2 November 1885, in Konguta Parish (now Elva Parish), Kreis Dorpat – 18 December 1970, in Tartu) was an Estonian politician and meteorologist. He was a member of III, IV and V Riigikogu V Riigikogu was the fifth legislature of the Estonian Parliament (Riigikogu). The legislature was elected after 1932 elections (held on 21–23 May 1932). It sat between 15 June 1932 and 2 October 1934, when its activities were suspended.< ...

Elva is a rural parish in the Estonian Tartu County with an area of . As of 2017, it has a population of 14241 inhabitants. It was created in 2017 from the merger of the municipality Elva with the rural communities Konguta Parish, Puhja Parish, Rannu Parish and Rõngu Parish. Kreis Dorpat
Kreis Dorpat (''Tartu kreis'', ''Дерптский уезд'', 1893-1918 ''Юрьевский уезд'') was one of the nine subdivisions of the Governorate of Livonia of the Russian Empire. It was situated in the northeastern part of the governorate (in present-day eastern Estonia). Its capital was Tartu (''Dorpat''). The territory of Kreis Dorpat corresponds to the present-day Tartu County, most of Jõgeva County, parts of Põlva and Valga counties and a small part of Ida-Viru County. Demographics At the time of the Russian Empire Census of 1897, Kreis Dorpat had a population of 190,317.
