Listowel is an unincorporated community in Ontario, Canada, located in the Municipality of North Perth. Incorporated as the Town of Listowel in 1875, it was dissolved in 1998 following amalgamation with several other communities in the northern section of Perth County. Elmira is the largest community in the township of Woolwich, Ontario, Canada. It is north of the city of Waterloo near the Regional Municipality of Waterloo's northern border with Wellington County. The community was listed in the 2016 Canadian census as having a population of 10,161. The route travels from Highway 7 east of Elginfield north to Highway 9 and Highway 89 in Harriston. The total length of Highway 23 is .
