Arp is an unincorporated community in Banks County, in the U.S. state of Georgia. The community lies about northeast of the county seat at Homer. History A post office called Arp was established in 1880, and remained in operation until 1905. The community was named for humorist Bill Arp. In 1900, the community had 100 inhabitants. Banks County is a County (United States), county located in the northeastern part of the U.S. state of Georgia (U.S. state), Georgia. As of the 2020 United States Census, 2020 census, the population was 18,035, down from 18,395 in 2010. The county seat is Homer, Georgia, Homer. The Old Banks County Courthouse is located in Homer and listed on the National Register of Historic Places. A new county courthouse was constructed adjacent to the old one in 1983. History The law to establish Banks County was passed by the Georgia General Assembly on December 11, 1858. It was named for Dr. Richard E. Banks. The legislation called for the creation of Banks County on February 1, 1859, from Franklin County, Georgia, Franklin and Habersham County, Georgia, Habersham counties. Homer is a town in Banks County, Georgia, United States. The population was 1,141 at the 2010 census. The town is the county seat of Banks County. History The community was named after Homer Jackson, a pioneer citizen. Homer was founded in 1858 as seat for the newly established Banks County. Homer was incorporated as a town in 1859, and its first courthouse was built in 1863. Geography Homer is located at (34.333851, -83.499844). According to the United States Census Bureau, the town has a total area of , of which is land and , or 0.38%, is water. Bill Arp
Charles Henry Smith (June 15, 1826 – August 24, 1903) was an American writer and politician from the state of Georgia. He used the pen name Bill Arp for nearly 40 years. He had a national reputation as a homespun humorist during his lifetime, and at least four communities are named for him (Arp, Banks County, Georgia; Bill Arp, Georgia; Arp, Texas; and Arp, Tennessee). Life and career Early life Charles Henry Smith was born on June 15, 1826, in Lawrenceville, Georgia. He attended the University of Georgia, and married Mary Octavia Hutchins, the daughter of a wealthy lawyer and plantation owner. Their family grew to include 10 children who survived to adulthood. Smith studied law with his father-in-law, was admitted to the bar, and became an attorney in Rome, Georgia, where he lived at Oak Hill before selling it to Andrew M. Sloan.
