The Armenian National Council ( hy, Հայոց Ազգային Խորհուրդ) was a permanent executive body formed by the Armenian National Congress in Tbilisi (then in the Russian Empire) in October 1917. The Council was responsible for creating the First Republic of Armenia in May 1918, the first independent Armenian state since the Middle Ages. Composition The Council consisted of 15 members, under the chairmanship of Avetis Aharonian. Although the Armenian National Congress was dominated by the Dashnak Party, to compromise with other political groups, the Dashnaks only took six of the available seats on the council. First Republic Of Armenia
The First Republic of Armenia, officially known at the time of its existence as the Republic of Armenia ( hy, Հայաստանի Հանրապետութիւն), was the first modern Armenian state since the loss of Armenian statehood in the Middle Ages. The republic was established in the Armenian-populated territories of the disintegrated Russian Empire, known as Eastern Armenia or Russian Armenia. The leaders of the government came mostly from the Armenian Revolutionary Federation (ARF or Dashnaktsutyun). The First Republic of Armenia bordered the Democratic Republic of Georgia to the north, the Ottoman Empire to the west, Persia to the south, and the Azerbaijan Democratic Republic to the east. Armenian National Council Of Karabakh
The Karabakh Council () was the unrecognised government over Mountainous Karabagh (Nagorno-Karabakh) in eastern Armenia between 1918 and 1920. The council's body was elected by the assembly of Mountainous Karabakh—the representative body of the people of Nagorno-Karabakh—on 27 July 1918. Initially it was called the People's Government of Karabakh, but in September 1918 it was renamed into the Karabakh Council. The Karabakh Council's control throughout 1918–1920 did not exceed the ethnic Armenian locales of Karabakh which were subordinate to them. The council's statehood related to the historical Artsakh province and the modern-day self-proclaimed Republic of Artsakh founded in 1991. Its capital was the city of Shushi (Shusha).
