Arkansas Appeal Tribunal
The Arkansas Appeal Tribunal is a state agency of the Government of Arkansas. Persons unsatisfied with unemployment insurance (UI) determinations issued by the Arkansas Division of Workforce Services may appeal to the Arkansas Appeal Tribunal within 20 days. The Tribunal holds hearings. The Appeal Tribunal is based in Little Rock. In 1989, the Tribunal had a staff of about 30 and was funded by, but separate from, the Arkansas Employment Security Division. The Arkansas Employment Security Division was renamed the Arkansas Department of Workforce Services (ADWS) in 2005. In 2019, following a state government reorganization, the Department of Workforce Services became the Division of Workforce Services within the Arkansas Department of Commerce. Arkansas ( ) is a landlocked state in the South Central United States. The ''Arkansas Democrat-Gazette'' is the newspaper of record in the U.S. state of Arkansas, printed in Little Rock with a northwest edition published in Lowell. It is distributed for sale in all 75 of Arkansas' counties. Unemployment insurance in the United States, colloquially referred to as unemployment benefits, refers to social insurance programs which replace a portion of wages for individuals during unemployment. The first unemployment insurance program in the U.S. was created in Wisconsin in 1932, and the federal Social Security Act of 1935 created programs nationwide that are administered by state governments. The constitutionality of the program was upheld by the Supreme Court in 1937. Each of the 50 U.S. states, as well as the District of Columbia, Puerto Rico, and U.S. Virgin Islands, administer their own unemployment insurance programs. Benefits are generally paid by state governments, funded in large part by state and federal payroll taxes levied on employers, to workers who have become unemployed through no fault of their own. Arkansas Court Of Appeals
The Arkansas Court of Appeals is the intermediate appellate court for the state of Arkansas. It was created in 1978 by Amendment 58 of the Arkansas Constitution, which was implemented by Act 208 of the Arkansas General Assembly in 1979. The court handed down its first opinions for publication on August 8, 1979. Jurisdiction The jurisdiction of the Arkansas Court of Appeals is determined by the Arkansas Supreme Court. There is no right of appeal from the Arkansas Court of Appeals to the Arkansas Supreme Court. However, opinions decided by the court may be reviewed by the Arkansas Supreme Court under three circumstances: on application by a party to the appeal, upon certification of the Arkansas Court of Appeals, or if the Arkansas Supreme Court decides the case is one that should have originally been assigned to it. The ''Southwest Times Record'' is a daily newspaper in Fort Smith, Arkansas and covers 10 counties in western Arkansas and eastern Oklahoma. It is owned and published by Gannett. History The Times Record began as three separate papers: the Fort Smith Times, the Fort Smith News Record and the Southwest American. The Fort Smith Times began publishing first, in December 1884, as an afternoon newspaper. The Fort Smith News Record was established in spring 1893 and also was an afternoon publication. The Southwest American, a morning daily, began publishing in 1907. In July 1909, the Times and the News Record merged as the Fort Smith Times Record. In 1920, boyhood friends John S.
