Before his election to the papacy, he served as secretary of the Department of Extraordinary Ecclesiastical Affairs, papal nuncio to Germany, and Cardinal Secretary of State, in which capacity he worked to conclude treaties with European and Latin American nations, such as the ''Reichskonkordat'' with the German Reich. While the Vatican was officially neutral during World War II, the ''Reichskonkordat'' and his leadership of the Catholic Church during the war remain the subject of controversy—including allegations of public silence and inaction about the fate of the Jews. Churches began to organize themselves into Roman diocese, dioceses based on the Roman diocese, civil dioceses, not on the larger regional imperial districts. Pope Gregory XVI
Pope Gregory XVI ( la, Gregorius XVI; it, Gregorio XVI; born Bartolomeo Alberto Cappellari; 18 September 1765 – 1 June 1846) was head of the Catholic Church and ruler of the Papal States from 2 February 1831 to his death in 1 June 1846. He had adopted the name Mauro upon entering the religious order of the Camaldolese.
